HomeMy WebLinkAbout2012-07-18city council minutes BUDGET WORKSHOP SESSION July 18, 2012 6:00 P.M. The Meeting was called to order by Mayor Nancolas. City Council members present: Blacker, Ozuna, Hopper, Callsen, Pollard, and Clark. City Council members absent: none. Staff members present: Brent Orton, ElJay Waite, Monica Jones, Brian Billingsley, Chris Allgood, and Mark Wendelsdorf. (DISCUSSION ITEMS FINANCE DEPARTMENT) The unassigned cash balance would be $3,225,874 as of September 30, 2012. Discussion was held concerning Ken Wien being moved to a part-time employee through the City. Discussion was held about reserving $300,000 for Fire Station #3. ElJay Waite presented a balanced budget. (RECOMMENDATIONS) Council supported Ken Wien as a part-time City employee. Councilman Hopper requested that the $300,000 be specially earmarked for Fire Station #3. (DISCUSSION ITEMS POLICE) The employee benefits and enhancement package was presented. (RECOMMENDATIONS) Council Members Pollard and Clark stated that they do not believe that this is the time to give raises and bonuses. They agree with the 401(k) and PTO enhancements. The Mayor stated that the City has been fiscally responsible over the last decade. A one-time bonus does not continue into future budgets. The City has cut back personnel in departments and has asked employees to do more with less. Council Members expressed concern about the economy and the ability to support raises and enhancements. Police Chief Chris Allgood suggested a one-time bonus of two percent (2%) rather than a raise. (DISCUSSION ITEMS HUMAN RECOURSES) Discussion was held concerning the 401(k) and 457 Plan, PTO, and a one-time bonus. Discussion was held concerning a pay scale adjustment for the Police, Water, and Street Departments. (RECOMMENDATIONS) The Mayor stated that he is confident about the budget due to the sun-setting provision of the Urban Renewal Agency and the Foreign Trade Zone. Council supports a two percent (2%) one-time bonus for sworn police officers, 24 hours PTO and 401(k) enhancements. Council Members were split on the one-time bonuses for the employees. It was suggested that staff look at a flat $500 for all other employees, $250 for part-time employees, and 24 hours of PTO for full-time and part-time employees. (DISCUSSION ITEMS STREET DEPARTMENT) Discussion was held concerning the hiring of skilled equipment operators. (RECOMMENDATIONS) Councilman Hopper expressed concern about projects getting done. If Council budgets for the Council Hopper stated that special revenue and enterprise funds should be managed like a business and thus pays individuals for their skills. (DISCUSSION ITEMS AIRPORT DEPARTMENT) Brent Orton requested making the clerical position at the airport full-time with benefits. (RECOMMENDATIONS) It was noted that the full-time employee request should be reviewed inlight of the grant reduction.
