City Council members present: Nancolas, Blacker, Ozuna, Hopper, Callsen, Pollard, and Clark. City Council member absent: Staff members present: Chris Allgood, Frank Wyant, Richard Ferrera, ElJay Waite, and Monica Jones. (DISCUSSION ITEMS POLICE DEPARTMENT) The Police Department budget in the amount of $6,965,443 was presented by Chief Allgood. Discussion held concerning the operations division and responsibilities. Discussion held concerning the implementation of DDACTS Discussion held concerning the new motorcycle traffic patrol division. (RECOMMENDATIONS FROM COUNCIL) Councilman Clark: Supports expanding the motorcycle patrol programming. Mayor Nancolas: Can look at other incentives such as paid leave. He noted that caution should be given in raising health premiums with employees not receiving raises since 2008. Councilman Hopper: Not in support of a different health premium structure for new employees. Councilman Clark: Not in support of pay raises. (DISCUSSION ITEMS HUMAN RESOURCE DEPARTMENT) Monica Jones presented information concerning wage increases, the 401(K) program, and health care benefits. (RECOMMENDATIONS FROM COUNCIL) Councilman Hopper: Supports the 15% as stated in the City proposed premiums. Councilman Hopper: Need to educate employees that wellness is coming in the future. ElJay Waite: Supports increasing carryover. Councilman Hopper concurred with this concept. Council members supported the proposed longevity pay for the Fire Chief. (DISCUSSION ITEMS FINANCE DEPARTMENT) ElJay Waite presented information concerning revenue distribution. (DISCUSSION ITEMS MAYOR NANCOLAS) The Mayor reported on proposals for the Simplot Stadium for football programs. No decisions were made and no action was taken at this workshop.
