CALDWELL URBAN RENEWAL AGENCY
� January 6, 2009 — 12:00 p.m.

The regular scheduled meeting of the Caldwell Urban Renewal Agency convened at 12:00 noon on
January 6, 2009 in the Conference Room at Caldwell Administrative Offices with Chairman ElJay
Waite presiding. The roll was called:

OLD BUSINESS
Dennis Cannon provided an update on the Indian Creek and City Center Catalyst projects. The
highlights include:
• The Idaho Homeland Securit� staff and City representatives will meet with the Bureau of
Reclamation on December S to pursue an agreement or acknowledgement that they will operate
the NY Cana� with the same procedures that they have over the past 96 years...to take action to
provide for the safety of the public and reduce the risk of property damage. If this satisfies
FEMA, it would allow FEMA to assume that the canal would be empty during a flooding
� scenario for the Indian Creek upper basin.
• By Mid-December the City will provide FEMA with a consolidated summary of technical and
historical findings that have been developed in the appeal process by the City and the Idaho
Homeland Security Office. This data and information shows that downtown Caldwell will not
flood.
' • The City asked FEMA to develop a schedule and face-to-face meetings to resolve the flood
mapping issues expeditiously.
Chris Yamamoto, Downtown Redevelopment Director, mentioned that the EPA/DEQ meeting went
very well and Rick Wells did an excellent job of presenting information. A meeting with
Oppenheimer is scheduled for Monday.
The monthly update from GCEDC was not available.
Chairman Waite announced that the school site transfer documents are complete and under review
with the attorney. Motion to authorize Chairman Waite to sign the transfer agreements upon final
approval of the city attorney: Hopper/Rule M/S/P
Chairman Waite presented the closing documents for the purchase of the properties at 215 and 217
Kimball, also referred to as the Smith properties. Closing will take place December 15, 2008 and
final settlement amounts are as follows:
215 S. Kimball: $12I,715.76 due at closing, $100,000 earnest money already paid
217 S. Kimball: $150,790.15 due at closing, $100,000 earnest money already paid

GENERAL DISCUSSION
Commissioner Rule presented conceptual drawings for a parking garage for the Canyon County
Courthouse and requested input on URA's potential for partnership in the project. Chairman Waite
• stated that URA can't commit right now at the current funding level, however there is potential for
assistance in 3-5 years and the project will be seriously considered as we move forward.
The next regularly scheduled meeting will be he�d on Tuesday, January 6, 2009.
