CALDWELL URBAN RENEWAL AGENCY
September 9, 2008 - 7:30 am

A workshop for the Caldwell Urban Renewal Agency was held September 9, 2008 at
7:30 am in the Conference Room at Caldwell Administrative Offices with Chairman
E1Jay Waite presiding. Present were URA Commissioners E1Jay Waite, Mayor Garrett
Nancolas, Rob Hopper and Leona Fouts. Also in attendance were Butch and Vlada
Gilliland of Norfleet Development.
The workshop was scheduled to discuss Norfleet Development's plans to build an
education building in partnership with Treasure Valley Community College (TVCC) and
Caldwell Canyon Economic Development Council (CCEDC) to serve the greater
Caldwell area.
Butch Gilliland presented architect renderings of the exterior and floor plan for the
proposed building. The floor plan was designed with input from TVCC.
• 16 classrooms, biology and science labs, library/book store, student center, �
� technology center, administrative offices, restrooms w/ showers '
• Polished concrete floors �
• Wood frame w/ 3-part stucco, R26 insulation
� Roof will be R36 (Code is R19)
• Concrete parking lot is preferred...if pricing allows
• LEEDS certified to minimum of Silver level
• Norfleet will handle all aspects of construction (general, electrical, plumbing etc)
except the HVAC.
Progress to date:
1) CCEDC has $150,000 set aside for mechanical, electrical, and structural engineering
plans
2) Application for a building permit will be made as soon as plans are complete
3) A conditional use permit has been obtained
4) Anticipate the footing/foundation/slab to be poured by November, walls and roof up
� and building enclosed before winter.
5) DL Evans Bank and Key Bank have expressed interest in the project
6) A cross access agreement between the City, TVCC and URA will need to be drawn
for the parking lots
Ownership/Financing comments:

1) Chairman Waite commented that urban renewal maintains an interest in the ultimate
• ownership of tl�e building whether private or public and has the authority to purchase
the building
2) The building will be built on urban renewal property located in the Sky Ranch
Development
3) The urban renewal attorney is reviewing land disposition options
4) Norfleet will obtain financing to construct the proj ect
5) A tenant agreement should be in place between Norfleet and TVCC
6) Agreements need to be in place between Norfleet, TVCC, CCEDC, City of Caldwell
and urban renewal far the varied components of this project

Agency members complimented Mr. Gilliland on his project and thanked him for coming ',
to the workshop. Chairman Waite emphasized that, with the exceptions of the building
site and rent subsidy for TVCC, if this project is completed, this project is completely
independent of urban renewal involvement and commitment.
Chairman Waite will seek agreement drafts from attorneys Rick Skinner, URA law, and
Mark Hilty, urban renewal attorney for site disposition and rent subsidy for TVCC.
