Meeting of March 26, 2012 @ 6:00 P.M. �
Caldwell Public Library — Idaho Room
I. Call to order. Chairperson Randolph called the meeting to order at approximately
6:00 p.m.
II. Roll Call
Members Present. Chuck Randolph, Anita Shore, Elaine Carpenter, Elaine Leppert,
Jan Boles, Gina Lujack, Lorene Oates, Megan Dixon.
Members Absent. Eileen Davidson, Steve Maughan.
Others Present. Brian Billingsley, Planning & Zoning Director; April Cabello,
Planning Technician.
Others Absent. Rob Hopper, City Council Liaison.
III. Approval of Minutes.
MOTION TO APPROVE THE MINUTES OF FEBRUARY 27, 2012 WITH
CORRECTIONS.
Page 3, D. towards the middle of the paragraph change "ensured" to "ensued".
Page 6, B. in the first paragraph strike the wording "was so enthused that she".

VII. Old Business
A. 2011-2012 Signage Project Update — Brian B. reported that he had two new
signs to show tonight. Brian showed the first sign for Midge Graves's home on
Fillmore and stated Jan B. was responsible for the photograph. Brian B. said that
Chuck R. was responsible for the text on the sign and read the text to the
commission. Brian further stated that the second sign would go in front of the
president's home of the College of Idaho and that Jan B. was responsible for

� ' both the picture and the text on the sign. Brian B. read the text from the second
sign to the commission. Brian B. continued with his report and stated that four
more signs are to be completed for the following: the houses of the two
Crookham brothers, the Simplot/Jones house, the C of I President's house and
the Boone Church. Brian B. stated Jan B., Lorene O. and he are working on the
text for these signs. Brian B. reviewed with the commission the location and
narrative of the four pending signs:
• 1824 Everett Street — Simplot/Jones — Lorene O. wrote the narrative.
• 406 S. 14 Avenue — Boone Church — Brian B. prepared the narrative,
which he took from the Church's website.
• 1515 Everett Street — Frank Crookham's home — Brian B. prepared the
narrative, which he took from Crookham website. Brian B. further stated
that he submitted both Crookham signs to George to confirm the family is
okay with the pictures and narratives.
• 519 S. 14� Avenue — the other Crookham house — Brian B. also prepared
the narrative for this sign and took information directly from the Crookham
website.
The commission reviewed all signs and the text and gave suggestions to Brian B.
for text changes. Brian will email updated text to commission members.
Chairman Randolph commented that the Simplot apartments on Blaine Street
and 13 Avenue should be marked with a sign at some point.
B. 2012 CLG Grant Update — April C. reported that the award letter has been
received and all paper work has been signed by City Council and the consultant,
TAG. TAG will start work immediately on the nomination of Idaho and
Washington Streets.
C. 2012 Certified Local Government Evaluation project - April C. requested
status from Chuck R., Anita S. and Elaine L. on the resumes requested by Ann
Swanson of SHPO. Chuck R., Anita S. and Elaine L. stated they would work on
their resumes and get them to April C. as soon as possible.
D. CA-159-12 — 304 S. 17 Ave. - Shed. — Update — April C. stated that at the last
meeting she had informed the commission that she had gone through all files to
see how the commission handled a similar situation with a roof that had to be
removed once the home was sold. She could not find any paperwork, nor did the
county have on record any document that was recorded, so she started an
affidavit and submitted that document to legal counsel for review. Legal counsel,
instead of revising the affidavit, prepared and provided to city staff a Declaration
Of Covenant Concerning Removal Of Shed. April C. asked Chuck R. to give Mr.
Loon the legal form, which Mr. Loon and his wife will need to have notarized,
when Eileen D. and Chuck meet with Mr. Loon. Chuck R. reported that, due to
his painting schedule, he and Eileen D. have not been able to meet with the
property owner, Mr. Loon, to determine an appropriate color for the shed. Chuck
R. stated he would contact Eileen D. to set a date that works for both commission
members to meet with Mr. Loon. Chuck R. will contact City staff with the date of
that meeting.
E. Discussion of some changes to the CHPC ordinance, tips on running the
meetings and a 5-year comprehensive plan. — Brian B. stated that at the
previous meeting he handed out a 5-year plan example and discussed with the
commission putting together a 5-year plan. Brian B. stated that the commission
seemed to like the form so he filled it in to meet the needs of the commission

� ' over the next 5 years. Brian B. stated he is not asking for an adoption of the 5-
year plan today but the commission may have an open discussion, provide some
ideas, and make some changes to the plan so the commission can adopt the 5-
year plan at the next meeting. Brian B. reviewed the 5-year plan handout with the
commission, stated the City is coming up on its 130th anniversary, and thought it
would be a good idea for the commission to update the old CHPC 1983 calendar
with new day-by-day events of Caldwell history for the last 30 years. Brian B.
also suggested this year hosting a walking tour of the Steunenberg Residential
Historical District. Last year CHPC held a walking tour of the North Caldwell
District and thought CHPC could schedule one walking tour a year. For 2012,
hold a walking tour of the Steunenberg Residential Historical District and for 2013
host a tour of the Caldwell Historic District. In 2014, Brian B. suggested a walking
tour of the pending Idaho/Washington Avenue Historic District. Brian B.
continued reviewing goals 2, 3, 4, 5 and 6 of the 5-year plan. Chuck R. stated
they do not want to lose track of previous discussions for the 2013 CLG grant
being used for Memorial Park and the upcoming World War I Centennial
Memorial Park movement across the country. The City of Caldwell Memorial
Park was a part of that movement which is what changed the name of the park
from Water Works Park to Memorial Park. Brian B. continued the discussion
regarding the walking tour and stated if they want to have the walking tour for the
month of May, then that needs to be acted on tonight. Brian B. also stated that he
came up with a one-mile route, with twelve sites, starting at the Boone Church.
The route will follow the signage, going from sign to sign, and ending back at the
Boone Church. Chuck R. suggested having a home open during the tour, maybe
the Blatchley home. Brian B. asked the commission if they want to hold the
walking tour on May 19, 2012 or wait until the fall. Chuck R. and the commission
agreed that May would be best and discussed what time to start the walk. Elaine
C. mentioned Orchids and Onions is also being held in Boise on May 19 but
was not sure of the time and would find out. Chuck R. suggested tentatively
setting the start time for the Steunenberg Residential Historical District walking
tour at 1:00 pm.
April C. continued the discussion on amending the CHPC Ordinance from the
last meeting and handed out an updated ordinance reflecting the changes
discussed at the last meeting. April C. further stated that the updated ordinance
would be going before the Planning and Zoning Commission on June 12 and
asked the commission to review the ordinance in the next week and email Anne
Marie with any suggestions or changes needed. The commission voiced their
concerns regarding the term limits. Brian B. will speak with Anne Marie regarding
the term limits and report back at the next meeting.
F. Defensible Decision Making video tape — April C. played a 24-minute video
titled "Defensible Decision Making" as part of training for the Historic
Preservation Commission.
G. Discussion of 10 45-second historic sound bites with pictures/illustrations
for Nicole Navarro of KBOIN2. — Brian B. stated he had sent out an email to
the commission asking for the top 10 historic events in Caldwell and received
responses from Elaine C. and Elaine L. Based on those responses, he put
together a list of items the commission would need to rank. Brian B. handed out a
two-page rating sheet asking the commission to rank the top ten historic events
in Caldwell, with "10" being the highest and "1" being the lowest. The commission
members filled out the forms and handed them back to Brian B. Brian B. stated

commission.
