Chairman Bob McGee called the meeting to order at 12:01 PM.
1. Minutes of March 2012 Airport Commission Meeting
Motion was made and seconded to accept the March 2012 Minutes. Motion
passed.
2. Airport Improvement PIanlSeat-coat Phasing Options — Tom Lemenager
Tom Lemenager presented the changes to the seal-coat phasing plan, as
discussed at the last meeting. Each phase will be week-days only, 4'h days.
Tom stated that they will start advertising, with the bid opening May 24'". The
plans are to start seal-coating after July 4th
Regarding the ramp project, Tom stated that this is a FY'13 job, but they are
getting as early a start on it as possible. They are currently in the contracting part
of the project & will soon start the survey.
3. Visitor Parking Designation Update — Rob Oates
Rob Oates updated the members on this project. He stated that Street
Department personnel have created the appropriate stencils for use, both now and
after the seal-coating. Rob has made arrangements with the tenants whose
reserved sites will be shifted.
He stated that they are currently waiting for all weather and persannel availa�ility
conditions to coincide for them to be able to do the painting. It should be complete
within the next week or two.

4. Transient Visitor Camping — Rob Oates
Rob presented a suggestion he had received from some airport tenants that
camping be allowed on the airport grounds for transient visitors, perhaps with
access to the old pilot's lounge restroom. Potentially, this could be on the grassy
lawn befinreen the old terminal and the vehicle parking lot.
Rob requested input from the Commission members regarding this suggestion.
Mack Kreizenbeck stated that there has been discussion previously by the
Commission regarding this suggestion. (This was briefly discussed at the June,
2007 Commission meeting, but no action was taken.)
Mike Reed thought this was a good idea, with signage and limitations. Wayne
Thiel mentioned that he could help publicize the issue.
Phil Fouts questioned whether this is the image to be presented to the public.
Rob stated that he would move forward with this possibility and will report further
at a future date.
Rob informed the members that a large group of people that will be parachute
jumping with Skydown will be coming to the airport within the next few weeks, for a
couple of nights of camping.
5. Use of Wheel Boot for Tie-down Aircraft in Arrears — Rob Oates
Rob reported that from time to time accounts receivable for tied down aircraft have
accrued and then the plane leaves the airport, leaving the account unpaid. He
presented to the members the idea of using a wheel boot on aircraft that are a
certain total amount and a certain time period overdue. This could also be
accompanied by some sort of fee being charged on overdue accounts.
Mike Reed suggested using a plastic-coated, snip-proof chain to lock down the
propeller.
Barry Everett suggested putting a lock on the tie-down chain, whic!i would be less
likely to cause damage.
Phil Fouts asked what legal options we have, and suggested checking with the city
attorney.
Rob stated that since the city owns the ground, we have legal options, in much the
same way a city would have vehicles towed-away.
Mike Reed agreed that the padlock to the tie-down chain idea sounds most
feasible.
Rob will continue to research this issue, and report back to the members.

6. Parking Questions —
Sarah Biggers of the Mayor's Youth Council requested the floor. She asked if
there were any long term plans to increase parking for events held here at the
airport.
Rob Oates r�sponded that the general answer is no, because such events that
would require large amounts of parking are rare. In the past off-site parking and
shuttles have been provided for air shows.
Rob stated that it would not be cost-effective for the city to put in substantially
larger parking areas, as these would only rarely be needed.
He stated that plans are being made to increase Hubler Terminal parking, to
provide adequate parking for the size and usage of the building.
7. Old Terminal Deck
Mack Kreizenbeck asked if there are plans for rehabilitation of the deck on the old
terminal building.
Rob stated that this issue has been discussed. Building a new deck has been
considered, however compliance with codes would preclude building a new deck.
Rob stated that he will check the deck to see what repairs should be done
following winter wear-and-tear.
8. Announcements — Rob Oates
- A"new" used pickup has been transferred to the airport from the water
department. The stolen pickup has not been recovered.
- A voice message has been received that the trailers next to the hangar are
in the process of being moved.
- We have received a"new" used computer for the pilot's lounge and a"new"
used laser printer for use in the office. These were transferred to us from
other city departments.
- The Division of Aeronautics sent a letter requesting volunteer pilots for
search & rescue. If anyone is interested, contact Rob Oates, and he will
put them in touch.
