I. Call to order. Chairperson Randolph called the meeting to order at 6:00 p.m.
I1. Roll Call
Members Present. Chuck Randolph, Elaine Carpenter, Elaine Leppert, Gina Lujack,
Lorene Oates, Eileen Davidson.
Members Absent. Jan Boles, Steve Maughan, Anita Shore and Megan Dixon.
Others Present. Brian Billingsley, Planning & Zoning Director, April Cabello,
Planning Technician, Rob Hopper, City Council Liaison.
Others Absent. None
III. Approval of Minutes. MOTION TO APPROVE THE MINUTES OF FEBRUARY 22,
2010.
MOTION: Elaine L., SECOND: Eileen D., MOTION PASSED.
IV. Certificate of Appropriateness Interviews. None
V. Audience Participation
A. Karen Utter, representative for John C. Rice Great, Great Grandchildren reported
on the progress of converting the John C. Rice home located at 2119 College to
a Bed and Breakfast. Ms. Utter stated the original intent of the Rice family was to
restore the home, turn it into a Bed and Breakfast and give it to the City of
Caldwell. The Rice family established the John Campbell Rice Foundation and
planned on submitting the non-profit form 501 C3 but it was cumbersome and
thought maybe the College of Idaho which has non-profit status would like to be
involved with the project. Dick Crowley, Ron Rice and Michael Vanderveldin met
and decided they would like to give the John C. Rice house to the College of
Idaho for free. The Rice Family and friends would start the restoration and the
college would use it as alumni housing, parent housing, housing for guest
dignitaries and still have the bed and breakfast concept. This would keep the
house self sustaining but people could make donations in lieu of the college and
the family might be able to obtain more grant money because it would be
associated with the college. The college said fhey would accept the offer and
take it to the Board if the Rice Family could come up with a commitment of half
the cost to restore the home. The estimated restoration cost is around
$400,000.00. Ms. Utter stated she met with the Mayor and Debbie Geyer for
funding assistance and was given a few places to contact. The Mayor and
Debbie suggested the Rice Family should meet with the Historic Preservation
Commission for suggestions of where to obtain funding. Chairperson Randolph
stated a list of possible funding sources was given to Ms. Utter. He also
suggested the Rice Family should contact the City of Caldwell to schedule a

Gina L. asked the commission if they had received the E�euera#+on books �
catalogue and wanted to know if there was any funding to purchase the set of
books for $650.00. Chairperson Randolph suggested we add this item to the next �
agenda. Brian B. stated he would look at his current budge¢to see if funds are °
