CALDWELL HISTORIC PRESERVATION COMMISSION MINUTES

I. Call to order. Chairman Randolph calied the meeting to order at approximately at �
6:05 p.m.
II. Roll Call
Members Present. Anita Shore, Elaine Carpenter, Elaine Leppert, Lorene Oates
and Chuck Randolph.
Members Absent. Eileen Davidson, Jan Boles, Megan Dixon and Steve Maughan.
Others Present. Brian Billingsley, Planning & Zoning Director, April Cabello,
Planning Technician and Rob Hopper, City Council Liaison.
Others Absent. None.
III. Approval of Minutes. MOTION TO APPROVE THE MINUTES OF August 23, 2010
with no corrections.
MOTION: Anita S., SECOND: Elaine C., MOTION PASSED.
IV. Certificate of Appropriateness Interviews.
• None.
V. Audience Participation
• None.
VI. Actions Since Last Meeting
. April C. reported that a Certificate of Appropriateness was issued on 9-13-2010
for 1724 Blaine Street to install front step railing. Chairman Randolph gave a brief
history of the home and stated that the homeowners always try to follow the
Historic Preservation Ordinance and rules.
VI1. Old Business
A. 2019 CLG Grant — Official Vote. April C. stated that an official vote for the 2011
CLG Grant was needed. Chairman Randolph stated that the commission had
agreed by email to continue the 2010 CLG of Idaho Street to include Washington
Street and any other neighborhood or subdivision in Caldwell that were platted in
the same general time period but the official vote should be on record.

B. North Caldwell Historic District Signage. Brian B. updated the commission on
signage for the North Caldwell Historic District. He stated that draft copies of the
signs were emailed to the commission members last week and explained what
homes in the district and where each sign would be placed. Chairman Randolph
stated he would go to the sign shop for final review and approval. Chairman
Randolph suggested contacting the newspaper about the signs and the date the
signs will be installed.
VIII. New Business
A. Discuss North Caldwell District Expansion. Chairman Randotph stated that
no action was needed but he would like the commission to think about a possible
expansion of the North Caldwell District. Possible expansion of the district could
include the following:
• second site of the County Court House
• second site of the C of I
• AK Steunenberg House
• first school in Caldwell
. Stanlins Hospital
• Lynn Harding House
Rob H. suggested the commission put into place a program for lost historic
structures such as the Saratoga Hote� and the old City Hall buildings. Maybe
place site markers showing where the sites were located and a narrative stating
what was at that site. Elaine C. suggested that next year the historic preservation
commission should submit a proposal to city councit prior to budget time for
funding of projects from budget money and the site markers would be a great
project for the proposal.
B. Discussion on Idaho Avenue Study. Brian B. distributed a list of home owners
on Idaho Avenue from the 2010 CLG Grant survey and asked Commissioners to
pick home owners they know. He wants the Commissioners to speak with
directly with the home owners about the possibility of creating a historic district
and learn if the home owners have any objections or concerns. He stated this is
not a rush and should be handled delicately.
C. Historic Preservation Books. Brian B. handed out the books he ordered from
the National Trust for Historic Preservation and asked the commission to return
the books to the Planning & Zoning office when they are done. Brian B. said that
the books will be available for use any time the commission would like to check
them out.
IX. Commission Reports.
A. Chairman Randolph informed the commission that the Lynn Sorenson, City
Forester could not make tonighYs meeting but will plan on attending the October
meeting to discuss reforestation of Cleveland and Blaine Street.
B. Chairman Randolph gave a brief report of the "Hat" Ceremony that was held on
September 25, 2010.

C. Elaine C. reported she spoke with George Grant about Vallivue School Districts
history and he said there are several stories but there is no definitive history as
each story depended on the person's point of view that wrote the story. She
stated that this could be a future project for the commission.
D. Elaine C. discussed her observation of the Jim Rice house and that it has been
converted back to a home by a family and it looks great.
E. Elaine L. reported she worked on the narratives for the Johnson House and
Isaacs House for the North Caldwell Historic District.
F. Rob H. apologized to the commission for not attending the "Hat" dedication and
said if he had known they were short a city council representative he would have
changed his schedule and would have attended the ceremony.
G. Brian B. stated he will ask Jan Boles to attend the October 18, 2010 CC hearing
for his proclamation ceremony.
H. Lorene O. informed the commission of two beautiful homes on her block that are
for sale.
I. Gina L. suggested it would be nice if the city had a project to beautify alleyways.
J. Gina L. stated the Catholic Church is now in ownership of the old church on 7tn
Avenue.
X. Meeting adjourned at approximately 7:03 p.m.
