Meeting of October 25, 2010 @ 6:00 P.M. � aG��;��`�°�
Caldwell Public Library — tdaho Room
I. Call to order. Chairman Randolph called the meeting to order at approximately at
6:00 p.m.
II. Roll Call
Members Present. Anita Shore, Elaine Carpenter, Elaine Leppert, Eileen Davidson,
Gina Lujack, Jan Boles, Lorene Oates and Chuck Randolph.
Members Absent., Megan Dixon and Steve Maughan.
Others Present. Brian Billingsley, Ptanning & Zoning Director, April Cabello,
Planning Technician and Rob Hopper, City Council Liaison.
Others Absent. None.
111. Approval of Minutes. MOTION TO APPROVE THE MINUTES OF SEPTEMBER
27, 2010 with no corrections.
MOTION: Elaine C., SECOND: Anita S., MOTION PASSED.
IV. Certificate of Appropriateness Interviews.
Chairman Randolph informed the commission of an incoming C of A for a wheelchair
ramp at 1323 Cleveland. This item will be discussed under commission reports.
V. Audience Participation
Chairman Randolph introduced the City Forester, Lynn Sorenson to the Historic
Preservation Commission. Lynn S. gave a short history of his schooling, training,
past employment and spoke about the current landscape ordinance and types of
trees. He expressed his concern about the work load the reforestation of Blaine and
Cleveland would entail and stated there is already a lack of extra time to keep up
with the parks departmenYs current duties. Chairman Randolph asked Lynn S. if the
city had a stock of trees that is assessable to home owners. Lynn S. stated the city
does not have a nursery so the city buys trees from a local nursery. He informed the
commission that several of the trees that were replanted on Blaine and Cleveland
are not street trees but class 1 trees and many years ago most of the trees were Elm
trees. He stated that the industry is breeding a new b�eed of Elm tree and the city
planted some of the new breed at Memorial Park. He said that the city will use some
of the TARP money to remove dead trees and feels with the right solution and mix of
fertilizer the remaining trees along Blaine and Cleveland can be saved. Lorene O.
asked Lynn S. when trees are removed what is the cost and notification process for
to the homeowner and what is the plan to enforce the streetscape. Lynn S.
responded that written notice is sent to the homeowner by code enforcement and the
Cost to remove;;',a tree can range from $200.OQ to $3,QOQ.00. He stated the
homeowner is gi'ven time to remove the tree or ask the city to remove the tree.

NAPC and if they would like SHPO to pay for the membership. The commission
said yes they would like the membership and it was okay for April C. to contact
SHPO to confirm this is a covered item under the 2011 CLG Grant.
ACTION: Apri� C. will contact Ann at SHPO to confirm SHPO will pay for the
membership under the 2011 CLG Grant.
IX. Commission 8� Staff Reports.
A. Elaine C. stated that a new homeowner at 1323 Cleveland Blvd. called her and
was very distraught because he had not been told the home he purchased was in
the historic district and it was not in his closing documents. He was told by one of
his neighbors he could not work on his fence without a permit nor put in a
wheelchair ramp and wants his house removed from the Historic District. Elaine
told him that the Historic Preservation Commission was meeting tonight and if he
had not contacted P 8� Z she would inform the commission and P 8� Z. The home
owner asked if he could come to the meeting and Elaine said yes but the
commission could not act on any of any of the concerns because we have to
publish two weeks before the meeting and gave him P& Z's contact information.
April C. stated that the homeowner called the Mayor's office and was transferred
to the P 8� Z office. April C. spoke to the homeowner and his biggest concern was
the wheelchair ramp and not being able to leave his house. April C. explained
that he would need a C of A if the wheelchair ramp is installed in the front of the
house but they will also need a permit from the building department and
explained that no matter what subdivision he lived in Caldwell he would need a
building permit from the building department to install a wheelchair ramp. The
homeowner would like to put up a privacy fence because he caught one of his
neighbors looking in his backyard with binoculars. April C. told the homeowner
she would ask the commission if Chairman Randolph could sign the C of A for
the wheelchair ramp so he would not have to wait until the next meeting in
November for approval. The commission voted and agreed Chairman Randolph
could sign off on the C of A for the wheelchair ramp but the homeowner will need
to submit an application for the privacy fence if it does not meet the Historic
District fencing code and come before the commission in November.
MOTION: Elaine C., SECOND: Gina L., MOTION PASSED.
B. Elaine C. stated the Mayor declared October 18, 2010 Jan Boles day.
C. Elaine C. said the Smithsonian has an exhibit at the old Fruitland high school.
D. Eileen D. informed the commission that there is no longer an architect in
Caldwell.
E. April C. informed the commission that the new homeowner at 1723 Dearborn
called the P 8� Z office today and would like to replace her windows facing
Dearborn and 18 The home owner does not want to wait till the next meeting in
November to get approval from the commission because she needs the windows
replaced before winter. April G. referred the horneowner to Chairman Randolph
for direction on approved types of windows. Chairman Randolph stated he would
cal( the homeowner and look at the product that is going to be used. If the
product is the same type that has been approved by the commission before, he
will sign off on the C of A.
