I. Call to order. Acting-Chairperson Maughan called the meeting to order at
approximately at 6:00 p.m.
II. Roll Call
Members Present. Elaine Carpenter, Elaine Leppert, Eileen Davidson, Gina Lujack,
Megan Dixon and Steve Maughan.
Members Absent. Jan Boles, Lorene Oates, Chuck Randolph and Anita Shore.
Others Present. Brian Billingsley, Planning & Zoning Director, April Cabello,
Planning Technician and Rob Hopper, City Council Liaison.
Others Absent. None.
111. Approval of Minutes. MOTION TO APPROVE THE MINUTES OF OCTOBER 25,
2010 with no corrections.
MOTION: Elaine L., SECOND: Eileen D., MOTION PASSED.
IV. Certificate of Appropriateness Interviews.
None.
V. Audience Participation
None.
VI. Actions Since Last Meeting
A. April C. reported that CA-152-10 was issued to Addam Green, 1323 Cleveland
Blvd. for a portable wheelchair ramp.
B. April C. reported that CA-153-10 was issued to Juli Quezada, 1723 Dearborn St.
to replace two (2) picture windows and two (2) double hung windows with same
look feplacement windows.
Vfl. Old Business
A. North Caldwell Historic District Signage. Brian B. showed the commission the
f�nished signage for the North Caldwell Historic District. He stated he will contact
the streets department to order the poles and placement of the signs.
B. NAPC National Alliance of Preservation Commissions. April C. informed the
eommission that per Ann from SHPO the commission may use the 2011 CLG
Grant money towards the NAPC membership.

VIII. New Business
None.
IX. Commission & Staff Reports.
A. Acting-Chairperson Maughan read the reminder that City Offices are closed
December 27, 2010 and the CHPC meeting has been canceled.
B. Elaine C. read into record a letter she received from Terry Mazurak the treasurelaf
the Steunenberg Washington Heights Neighborhood Association. The letter stated
that when the association was formed an account was set up and that account has a
balance of $287.00. The Neighborhood Association would like to close the books
and make an appropriate contribution to the Historic District in the Neighborhood
Associations name. Terry requested any ideas or suggestions to be sent directly to
him. The commission discussed projects or areas the money would be best spent
and decided on the following: 1) forming another Historic District; 2) planting trees in
the Steunenberg District; 3) place narratives on the backs of the Steunenberg
Historic District signs. Elaine C. will email Terry the three suggestions.
C. Robb H. suggested the commission make a list of homes to highlight in the
Steunenberg Historic District and replace some of the existing signs with new signs
that have a drawing and narrative of the highlighted homes. Acting-Chairperson
Maughan suggested using the homes listed in the walking tour brochure. The
commission held a discussion regarding the walking tour brochure and the editing of
the brochure.
D. Elaine L. reported that she attended a workshop called Connecting to Collections
sponsored by the Idaho Library Commission.
E. April C. gave an update on the 2011 CLG GRANT and explained the Federal
Government has not passed the funding as of yet and contracts cannot be
processed and signed until the funding has passed.
F. Gina L. had a question regarding structures or homes on the national register outside
the Steunenberg Historic District. The commission held a discussion and staff stated
they would verify the commission's jurisdiction.
X. Meeting adjourned at approximately �:45 p.m.
