I. Cali to order. Chairperson Randolph called the meeting to order at approximately
6:04 p. m.
II. Roll Call
Members Present. Chuck Randolph, Jan Boles, Elaine Carpenter, Eileen Davidson,
Megan Dixon, Gina Lujack, Lorene Oates, Anita Shore.
Members Absent. Elaine Leppert, Steve Maughan.
Others Present. Brian Billingsley, Planning & Zoning Director; April Cabello,
Planning Technician; Rob Hopper, City Council Liaison.
III. Approval of Minutes.
MOTION TO APPROVE THE MINUTES OF AUGUST 22, 2011 WITH
CORRECTIONS.
MOTION: Gina L., SECOND: Anita S., MOTION PASSED.
IV. Certificate of Appropriateness Interviews.
None.
V. Audience Participation.
A. Barbara P. Bauer and Elizabeth Jacox of TAG gave a presentation of the 2011
CLG Grant consisting of the Reconnaissance Level Survey of Washington
Avenue from Logan Street to Ash Street. Ms. Bauer and Ms. Jacox explained this
was a two-part project expanded from the 2010 CLG Grant survey of Idaho
Avenue between Ash Street and Logan Street. They felt there were a number of
properties contributing to a possible historic district and felt not all the homes in
the Pasle Addition were included in the 2010 surve � thus the su ested

continuing the survey to Washington Avenue. Ms. Bauer and Ms. Jacox thanked
the commission for taking their suggestion to continue the survey and gave a
detailed presentation of the style of homes and some history of the area
submitted on the 2011 survey. Ms. Bauer and Ms. Jacox stated this
neighborhood would be a good choice for the first mid-century architecture
historic district in Caldwell.

VII. Old Business
A. 2011 Signage Project Update — Brian Billingsley gave a progress update on the
signage project and handed out two worksheets to each commissioner. Mr.
Billingsley reviewed the task sheets and discussed what items were needed for
this ongoing project.
B. 2012 CLG Grant Update — April Cabello reported she submitted the 2012 CLG
Grant application to SHPO for the nomination of the Pasley Subdivision. She also
stated she would submit an amendment to the application based off the
presentation given by TAG and will add one more property to the application for a
total of 32 properties. She stated she will update the commission at the next
meeting.
C. 2013 CLG Grant project — April Cabello stated at the last meeting the
commission voted to inventory City parks for the 2013 CLG Grant project. The
commission asked for a list of City parks. Ms. Cabello handed out a list of City
parks to the commission and informed them of a request for an internship
referred to us by Ann Swanson of SHPO. Ms. Swanson thought the commission
could use the intern for researching Caldwell parks and maybe Commissioner
Steve Maughan could oversee the intern. The commission responded with an
affirmative and requested the intern to contact Brian Billingsley. Commissioner
Dixon asked the commission for permission to approach Commissioner Maughan
to co-supervise the intern. The commission agreed.
VIII. New Business.
A. None.
IX. Commission & Staff Reports.
A. April Cabello gave an update on the fence at 1222 Blaine and stated that there is
no code violation.
B. April Cabello gave an update on the screened tent and debris at 1513 Blaine and
stated that police code enforcement will continue to monitor this property.
C. April Cabello gave an update on the trailer that has been parking at the Serenity
Park parking lot. She stated Anne Marie Skinner confirmed that the trailer for
Oasis Center was approved by the City to temporarily park at that location.
D. Jan Boles gave a report on Idaho Heritage TrusYs visit to Caldwell and stated it
was very gratifying. The tour started at the HAT and Idaho Heritage Trust stated
how pleased they were with the completed project and how people came
together to complete the project.
E. Gina Lujack brought a couple of Oregon Trail maps that Dick Roberge gave to
her and shared them with the commission. She asked Jan Boles to review the
maps to determine their worth.
F. Brian Billingsley stated that he is the Chairman of the Snake River Canyon
Scenic Byway and a project they are working on is the Oregon Trail that runs
from Caldwell to Parma. They have federal funding availabte to place map
boards and kiosks along the route.

. � G. Chairperson Randolph mentioned that Joe Gallagher, who is the log cabin expert
for the State Historical Society, is working on the Johnston cabins by replacing
logs that have rotted away. They hope to have the work complete spring.
H. Elaine Carpenter read into record the email sent by Anne Marie Skinner
regarding the benches, pads and shelters in the historic district. The email
confirmed there would be no shelters in the historic district and, should there
ever be shelters installed in the district, the design would come before the
commission for review and approval.
Brian Billingsley stated that Rob Hopper serves on the VRT Board so the
commission has a direct connection to the VRT Board.
Rob Hopper informed the commission that design details do not come to that
level so the commission will need to keep him informed of any changes.
Elaine Carpenter continued reading the email and the ADA concrete pads have
been poured and will be large enough to accommodate wheelchairs and a bench
if desired. This work was done by VRT using funds from the stimulus grant. The
FTA approved this work and deemed it as having "no impact" and thus being
eligible for categorical exclusion. The benches will be installed by the City Streets
Department sometime in January. They will be installed on the concrete pads. A
link was included with the email to view the picture of the bench. This turned out
to be the only bench available within the allotted price range. If the commission
does not want this bench, please contact Anne Marie Skinner and they will not be
installed.
The commission held a discussion regarding the locations of the stops, the color
of the bench and the design of the bench and wondered why the style and color
of the bench changed from what the commission origina�ly picked. The
commission also wondered why the government did not have to obtain a C of A
just as any other homeowner would need a C of A to proceed with this type of
work.
Rob Hopper informed the commission it would be within their realm to draft a
letter to VRT and explain what they did wrong. Rob Hopper reminded the
commission the bus stop locations were set through a VRT public hearing
process a long time ago. No one showed up for the hearing to protest the
tocation of the stops. Now it is three or four years later and VRT is improving the
stops to make them compliant with ADA code. They are not reviewing the stop
locations, just trying to improve the stops.
Chairperson Randolph wondered who would be responsible to maintain the bus
stop pads.
Rob Hopper responded that is a legitimate question and it would be a good
question for VRT. He also stated if you have a sidewalk in front of your house as
a homeowner, you must maintain the sidewalk, if it cracks you must fix it. By City
ordinance if the concrete becomes damaged, from the City perspective, the
homeowner must fix it. Rob said this would be another question to add to the
letter and asked Brian Billingsley to look into this question also.
Chairperson Randolph asked staff to verify and communicate back to the
commission the color of the bench.

Elaine Carpenter wondered if the Historic District was the only place in town the
benches were being placed.
Rob Hopper responded the pads are going in all along the route and plastic
benches were being installed outside the district.
I. Jan Boles stated he received three big marvelous collections of photos to scan
and determine the year the photos were taken.
J. Megan Dixon spoke of homes that sold or are for sale on her block.
K. Eileen Davidson stated her office has a ton of old school plans and wondered if
anyone or the City would like to have them. Brian Billingsley stated he would find
a spot in the P& Z office for the plans.
L. Chairperson Randolph reported that the Rice family pulled out of the deal to
purchase and restore the Judge Rice home. Dick Crowley sold the home to a
young couple from the neighborhood for $1.00 plus the reimbursement cost for
moving the home about 30 years ago, with the agreement to restore the home.
X. Meeting adjourned at approximately 7:55 p.m.
