Caldwell Traffic Commission (TC) Minutes ���� �Z �

Present: Brert` Orton, Brian Billingsley, Robb MacDonald, Chief Allgood, Henry Busse, Chief
Wendelsdorf, Secretary Tamera Frans
Old Business —
1. Concerned that Fairview Avenue is too restricted by parked vehicles for
Emergency vehicle to get through — Dr. Robin King
Aetxt��t: Rp�� Engineering performed s dirt vidit to measure street width available
for. It was determined there is 32' from curb face to curb face and that does leave
adequate room for safe passage. Chief Allgood, CPD and Chief Wendelsdorf, CFD
agreed.
2. Homedale & Indiana Intersection, Raised reflectors — Brent
After a site visit by Engineering, Brent Orton, and the Street department, Gordon
Reed, it was the opinion of the Gordon Reed that installing reflectors would not be a
suitable solution at this intersection. The reflectors would not be visible during the
day, snow plows would remove them in the winter months and they would be an issue
during chip sealing.
A more suitable recommendation was made to install solar powered Red flashing
lights on exsisting "Stop" signs on Homedale Road and install "Intersection Ahead"
sign with yellow solar powered flashing lights in both directions on Indiana.
The motion was made and the Traffic Commission agreed unanimously to have
Engineering check on pricing and if it is cost effective to go ahead and implement this
safety enhancement at the above intersection.
A+�tion: I���b Engineering will evaluate the cost and Robb will report back at the
May meeting.
New Business
2. Request replacement of parking at Locust & Georgia intersection (New Juvenile
Bldg) — Dick Ayers
In March, at the request of surrounding residents, the Traffic Commission agreed
unanimously to not allow parking on the backside of the recently constructed State
Juvenile Probation Office on Georgia. This because the building is placed so closely
to the intersection that it obstructs the Vision Triangle making the intersection
dangerous for drivers. As a result, the Street department painted the curbing Red.
Afterwards, Dick Ayers contacted Brent Orton requesting some of the parking be
restored to accommodate officers loading and unloading prisoners.
It was the general agreement of the TC that if some of the curb was not painted red,
other cars will park there and be in the way for the loading and unloading of the
prisoners anyway. A motion was made and TC members replying agreed that the only
acceptable alternative would be to have a short section (preferably in the middle of
the block) painted yellow for "Loading/ Unloading Zone Only".

. Request VRT Buses not block Traffic (Busse)
Mr. Busse is a citizen participating on the Traffic Commission board. His concern is
*he VRT buses interrupting traffic flow by stopping in traffic lanes to load and unload
rather than pulling out of traffic to do so.
Action: Brian and Robb will discuss the situation with VRT and Bren± Orton will suggest
including "bus pull outs" a part of the ITD takeover agreement on Cleveland and Blaine.
4. Request to Implement a Crosswalk mid-block at Canyon County Courthouse
(Daren Ward)
Canyon County submitted a drawing requesting a cross walk mid block between the
Dale Haile detention center and the Canyon County Maintenance shop on 12 Ave
between Chicago and Albany. With permission to install the crosswalk they would
paint 40 feet of curbing on each side of the crosswalk to help with visibility.
As submitted, the crosswalk is not acceptable because the one side originates/
terminates in a driveway. The traffic commission would be willing to authorize the
crosswalk on the conditions that the angle of the crosswalk be reversed to avoid the
driveway and regulation ADA Ped-Ramps would be designed into the crossing and
installed. The City would design the crosswalk to meet ADA and State specifications.
The motion was made and the Traffic Commission agreed unanimously to approve
the crosswalk if the above conditions are agreed to and the City designs the crosswalk
for the County to insure all crosswalk and ADA Ped-Ramp specifications are
included. After the City designs the crosswalk the County could then,
• Put the project out to bid themselves
• Or have the City implement the crosswalk and bill the County on completion
Action: Chief Allgood will convey the determination of the TC to Canyon County and
then TC will wait to hear back from them.
5. Review/Approve Valleyride new trial route of 3 stops (Christine Floor)
The traffic Commission reviewed and approved the 3 new trial stops as presented by
VRT.
Resource/ Weather Pending Business: -
1. Heritage Charter School "School Zone" and restriping of road for left turn lane
Must wait until spring weather permits
2. New HAWK crosswalk on l O tn A�e at Elgin. Removal of existing crosswalks in front of
Paul's Market and at Freeport Street.
3. Homedale and Indiana Avenue intersection — Roundabout/ re-design.
4. Marble Front/ Illinois crosswalk relocation
