Caoper said this is good because now we can talk abou# these people w�ithout them being here to defend themseives. ( this brought a laugh from the members). Cooper read a letter from Janis Ogawa asking for consideration for a refund or credit on her father's golf ticket for 2003. Her father, Yosie, has become ill. Cooper said he called Janis and told her that they had no chance of getting a refund because the time frame of the � EIJay Waite entered the meeting at this time �nd Cooper e>cplained the punch card propnsal to him. EIJay said he wouid take the motion ta the councii. Pat toid EIJay that we would like to some of the revenue from the punch cards to go to improvements on the golf courses. EIJay said we already have a fund going for that purpose. EIJay said that the golf board needs to establish some sort of trigger that shuts the golf courses down due to snow which would minimize the loss for the pros. John Watson said we haven't had t�his problem for a long time and that they have only been open 4 hours a day while tYte snow has been on the ground. EIJay announced that the final audit showed a cash increase for th� golf courses of about 5 to 6 thousand dollars. EIJay says he thinks we will do even better next year because we have a good handle on our expenses. Dan Rowell asked about the budget showing $20,000 for Parks and Recreation youth activity. EIJay said that even though it is a budgeted item it has not been used for the last #wo years. The $2Q,OOQ taken in 2001 is still in an accaunt and has not yet been used. EIJay reminded the board that this money is obtained from the sale of the junior golf tickets. Lenny Stroup said that the $20,000 set aside is not just for junior golf but is to be spent an the youth of Caldwell for soccer fields, softball, etc. and other youth sports. Lenny said that junior golf at Fairview is very self-sustaining and we have not had to ask for any of this money for junior golf. Pat said he didn't think the $20,000 should be put into the budget. He said it confuses people who see it and think it is being taken out every year. Pat also stated that there have been no visible signs of course improvement at Purple Sage and people wonder where their money i� gaing. EIJa� said that the golf board needs to be responsible for seeing that impravements are requested for approval by the city council. Pat said the board would be responsible if you let us. EIJay 5aid that you spend so much time talking about the $20,000 that you don't see the forest for the trees. Cooper told EIJay and Rat that they did not understand what the other was saying. A discussion was held on what the board would like to see in long term improvements at Purple Sage. lt was decided that the next board meeting would be held at Purple Sage clubhouse. The board would go out onto the course and formulate a plan on the improvements that we would like to see made. A discussion was held on whether or not we would like to apply to hold an IGA event in Caldwell. We will talk about this at the next meeting. Lenny showed the board the golf ad that will run in the Cavalcade Edition of the Press Tribune. Lenny sa[d channel 12 TV would like us to advertise with them. The board was no interested in this proposal. `• Glen said the snow is just about gone. Haping to get apen next week. Carts will probably have to stay on the cart paths. Working on equipment. 3) R�PORT FROM JOHN SHREINER Shreiner said they hape to open tomorrow or will be open for sure by Friday. 4) REPQRT FRON VINTON HOWELL Vinton said that the courses should be ready to go as far as personnel is concerned. We wili have pretty much the same crew. 5) REPORT FROM JOHN WATSON John said that there was not much ta report beCause we have been closed for 8 weeks because of snow. He said that this the first time since 19$5 that we have been closed this long. John said they should be able to get open by Saturday. 6) REPORT FROM LENNY STROUP Lenny said that like John he doesn't have anything to report because of being closed. He thinks we will be able to open Friday but will probably rtot allow carts for a few days until the course dries out. 7) NEW OR OLD BUSINESS Cooper reminded the board that Pat Inglis, during the January meeting, had said he would like to see us offer a discount punch card. This would be to incre�se play and bring in some revenue. Pat sugge�ted a discount of 15%. A discussion was followed on who should be allowed to use the card. Pat said he would like to see a certain amount of money from the punch eard sales go back to the golf course in the form of improvements. Further discussion addressed whether these cards would have an expiration date, Lenny said he thought they should expire at the end of the calendar year. Cooper said that the decision regarding punch cards needed to be made at this meeting so it can go to the City Council. Lenny said we do not need a 20 punch card at Fairview, just the ten. A motion was made by Elvin Simpson and seconded by Laraine Navis that we offer discount punch cards as follows: Fairview, a ten punch card far $125.00, Purple Sage a ten punch card for $17Q.00 and also a 20 punch card for $320.00 Tax is to be included in these cards. The cards will not have a name on them, just a number. The purchaser can let anyone use the card. There will be absolutely no refunds or credits on these cards and they will expire at the end of the year. 7he motion paSsed unanimously.
