I. Call to Order. Chairperson Chuck Randolph called the meeting to order at 6:00 p.m.
II. Roll Call
Members Present. Chairperson Chuck Randolph, Vice-Chair Lorene Oates, Elaine Leppert,
Anita Shore, Eileen Davidson, Elaine Carpenter Jan Boles.
Members A6sent. Steve Maughan. Gina Lujack, Megan D:�on
Others Present. Brian Billingsley, Planning & Zoning Director, April Cabello, Planning
Technician, Rob Hopper, City Council Liaison.
Others Absent. None.
III. Approval of Minutes. MOTION TO APPROVE September 28, 2009 minutes.
MOTION: Anita S., SECOND: Lorene O., MOTION PASSED.

IV. Certificate of Appropriateness Interviews.
A. Case No. CA-141-09 - A request by Mike : o���ler fnr approval to replace windows, a door
and removal of French doors. The site address is 130? Blaine Street. �
1) Chairperson Randolph opened the lic::ring and called the applicant to give his testimony.
2) Mike Fowler, applicant, stated he would like appzoval t�� reptace 4 windo��vs �vith doub'c
pane windows, replace eithcr the window in the do,�r or replace the door complet_e(y ii�
the sunroom, remove a set of French doors, fran��- �n the opening with sidir�g to match
existing siding, replace the basement �-vindow and irim tile front landscaping.

door, placement of storm windows, painting of the front door, repair front and back concrete
steps, replace the back door and rep3ace two garage doors.
VII. Old Business.
A. Jan B. presented pictures and documentation regarding the Walradt Family Photo Album and
asked staff how to have this information posted on the CHPC Website. ACTION: Staff to
work with IT regarding website and if it would be possible to have documents of this size
posted on the CHPC Web site.
B. Brian I3. stated he is waiting for the City Attorney to respond with any suggestions or changes
to the proposed Willful Neglect Ordinance. ACTION: nrian B. will follow up with the City
Attorney.
C. 2010 CLG GRANT - April C. stated that the 2010 CLG Grant Application has been accepted
but Congress has not passed the budget and the application is on hold until the budget is
passed. - ACTION: No action was taken.
VIII. New Business. None.
IX. Commission Reports.
A. John C. Rice House - Jan B. stated the Rice family has formally submitted the application for
the SOlC3 and once the Rice family foundation is created then the Rice family will purchase
and restore the house.
B. Lincoln Bell - Elaine C. stated she had heard the Lincoln Bell was being re-dedicated. '
C. Issacs House, 1823 Albany Street - Elaine C. stated the Issacs House Open Huuse is
Wednesday October 28, 2009.
D. Boarding House - Elaine C. asked if boarding houses were allowed in the Historic llis,rict.
E. DAR Production - Lorene O. encouraged the commission to offer Chuck R. support � ith the
production.
F. Code Enforcement - The Commis�ion discussed how the commission should handle the
reporting process to code enforcement of new graffiti and an_y violation.
X. Adjournment. Chairman adjourned the me�ting at approximately 7:30 p.m.
