I. Call to Order. Chairperson Chuck Randolph called the meeting to order at 6:03 p.m.
I1. Roll Call.
Members Present. Chairperson Chuck Randolph, Vice-Chair Lorene Oates, Elaine
Carpenter, Elaine Leppert, Jan Boles, Anita Shore, Eileen Davidson, Megan Dixon.
Members Absent. Gina Lujack, Steve Maughan.
Others Present. Rob Hopper, City Council Liaison, Brian Billingsley, Planning Director,
April Cabello, Planning Technician.
III. Approval of Agenda. The following items were added to the agenda:

IV. Approval of Minutes. MOTION TO APPROVE THE MINUTES OF MAY 26, 2009

V. Certificate of Appropriateness Interviews. None.
VI. Audience Participation. None.

VII. Actions Since Last Meeting. Chuck R. stated he signed two C of A applications and
Lorene O. signed one C of A application. Chuck R. gave a brief background on the
applications.
■ CA-132-09 — 1418 Blaine Street — C of A was issued on 6/12/09 for a Re-Roof.
■ CA-133-09 — 1209 Cleveland Blvd. — C of A was issued on 6/22/09 for a Re-Roof.
■ CA-134-09 — 1209 Cleveland Blvd. — C of A was issued on 6/22/09 for front stairs

VIII. Old Business.
A. Update on the "Hat" Project. Jan B. gave an updated report on the progress of the
Hat. — No action was taken by the Commission. I

B. CLG GRANT. Aprii C. handed out a written update on the Dave Dorsey project from
Madeline Buckendorf. Action — No action was taken by the Commission.
IX. New Business. None.
X. For the Good of the Commission.
A. Garage Sales. April C. reviewed the garage sale ordinance and enforcement process.
B. "DAR Historic Preservation Update". Lorene O. explained what "DAR" does for the
community and how the commission can partner the "DAR" projects with the Historic
Preservation Commission projects.
C. Parking / Reforestation / Vision Triangle. Chuck R. stated his concerns regarding
intersections that have vision triangle violations: 15th & Cleveland, 15` & Blaine and
12` & Blaine. Trees and bushes have over grown which are in violation of City Code
and vehicles parking along Cleveland block the view of drivers at the same
intersections.
D. Report on Salvaged Bridge. Chuck R. stated the bridge at 21 was removed and is
being stored at the Street Department and may be used along Indian Creek. Chuck
suggested it should be used as a seating area at the Van Slyke Museum.
E. 16 & Dearborn. Chuck R. informed the Commission that Bill Gigray has his property
up for sale and no C of A application will be submitted.
F. Willful Neglect. April C. stated she found a State Code that the Commission might
want to include in the local code for the Historic District and will look into other Cities to
see how the other Cities handle Willful Neglect.
G. 1318 Everett Street. April C. informed the commission of an application which was
submitted that day for a home occupation / home daycare. The Commission stated
they would like the applicant to attend the next meeting as a Certificate of
Appropriateness Interview.

H. Code Enforcement. Lorene O. wanted clarification of the P& Z Code Enforcement

jurisdiction and the Police Department Code Enforcement and who handles what and

I. Robert Isaacs House -9 � Albany. Elaine C. stated that Nancy Roberts invited her
into the house for a walk through and Nancy Roberts will have an open house for the
community once the restoration is complete.

J. Old Washington School. Elaine C. stated that she had heard the Caldwell School
District is going to move the district offices to the new part of the Old Washington
School. This is just an FYI.
K. Orchids and Onions. Elaine C. informed the Commission of a fund raiser event /
walking tour of down town Nampa and if anyone on the Commission was interested
she had the flyer.
L. Boone Church. Elaine C. stated that Boone Memorial Church will turn in a C of A
application for demolition of 1313 Dearborn before the next CHPC meeting. Just an
FYI .
XI. Adjournment. MOTION to adjourn made by Jan B., SECOND by Lorene O., MOTION
PASSED. Meeting adjourned at approximately 7:30 p.m. '�
