Call to Order. Chairperson Chuck Randolph called the meeting to order at 6:00 p.m. II. Roll Call Members Present. Chairperson Chuck Randolph, Elaine Carpenter, Jan Boles, Gina Lujack, Anita Shore, Eileen Davidson. � Members Absent. Vice-Chair Lorene Oates, Elaine Leppert, Steve Maughan. Others Present. April Cabello, Planning Technician. Others Absent. Rob Hopper, City Council Liaison, Brian Billingsley, Planning & Zoning Director. III. Approval of Agenda. The following items were added to the agenda: • Old Business — Comments on Historical Find — Jan B. • For the Good of the Commission — Lincoln Bell — Elaine C. i MOTION TO APPROVE: Anita S., SECOND: Eileen D., MOTION PASSED. IV. Approval of Mi�nutes. MOTION TO APPROVE February 23, 2009 minutes with no corrections. MOTION TO APPROVE: Elaine C., SECOND: Anita S., MOTION PASSED. V. Certificate of Appropriateness Interviews. None. �I VI. Audience Participation. Kathy Homuth, the property owner of 1704 Blaine did not show for the meeting, Chairperson Chuck R gave a brief background of the possible application to build a detached garage. VII. Actions Since Last Meeting I A. April C. stated the Thank You letter was mailed to Ron Blakley on 3/3/09. �i B. Elaine C. updated the commission members regarding the Caldwell Architectural Award and said the application must be submitted by March 31, 2009. Elaine C. expressed the I excitement of the Christian Science Society Caldwell. C. April C. stated a Letter of Compliance was mailed to the LDS Church on 2/24/09. I '� �I CHPC Meeting March 23, 2009 �i . r � D. April C. gave updated status regarding Boone Memorial Church and the City Forester determined that Boone Memorial Church must pla�another tree. E. April C. stated realtor letters were mailed on 3/3/09. F. Chuck R. informed the commission members that the C of A was issued for CA-127-08 - 701 Main Street — New Construction, storage shed for the Depot- Friends of the Depot was issued on 3/9/09. VIII. Old Business. A. 2009 CLG GRANT. April C. reported that congress passed the budget and City Council signed the memorandum of agreement on 3/16/09. The RFP's for the Dave Dorsey Homes Reconnaissance Survey were mailed on 3/17/09 with a dead line for the bids to be submitted by 3/31/09. Action — Wait for the bids on the Dave Dorsey Home Survey to be submitted by March 31 to determine if there will be enough funds to pursue updating the brochures. B. Reforestation of Cleveland Street. Elaine C. stated she spoke to Steve M. and he thinks that the commission should roll this project to another year and let the College take the lead in this project. April C. spoke on behalf of Rob H. per an email Rob H. sent to Brian B. stating "I will not be able to attend the Historic Preservation Committee meeting on Monday, but I do want to give you an update on the Steunenberg reforestation effort. The City Council has expressed support for the proposal, and the mayor and city forester are developing a plan for how the city can facilitate this. Right now, they are looking at the potential for buying the appropriate tree species in bulk, and consequently offering reduced prices to residents, the possibility of assistance with planting, and perhaps even a special event to encourage the plantings. Any suggestions from the Historic Preservation Committee on other things the city can assist with would be welcomed! Keep in mind that we do have tight budget constraints to work around, but we do value this as an important project to restore our historic gateway entrances to the city". ', Elaine C replied that maybe the commission should meet with the City Forester in � the next month or two and kick off this project next spring. Action — April C. will ', ask the City Forester to attend the next meeting to discuss this project. � C. Report on bids for The Hat project. Jan B. gave an update. Action — No action was �� taken. D. Historical Find. Jan B. stated he worked three days with a state archeologist in Hells I Canyon and had the first documented discovery of a textile object, conical woven basket filled with strips of cedar bark. Action — No action was taken. I E. Caldwell Architectural Award. Elaine C. gave an update. Action - Elaine C. will submit the application by March 31 IX. New Business. April C. gav� an update and the family said Thank You for the offer to help fix up the house but i+ wa.s not a good time. Action — No action taken. B. Habitat for Humanity. Continued to the next meeting since Lorene O. is absent. Action — No action was taken. C. Steunen6erg St. Patrick's Day Mile. Jan B. gave an update. Action — No action taken. D. Sex offenders. Chuck R. explained to the commission why he researched the sex offenders in the Historic District area and there are a very small number of sex offenders in the Historic District. Action — No action taken. E. Alternate Commission Member. Jan B. spoke on behalf of Steve M. whom was absent. Jan B. stated the possible alternate is a C of I Professor's wife. Chuck R. stated based on his dealings with her that she is a knowledgeable individual. Gina L. stated that she is aware of another possible alternate, the gentleman that bought 1208 Blaine. Chuck R. stated the commission should look into using alternate members as needed. Jan B. volunteer to become an alternate to allow the professors wife to become a commission member but was quickly told no, the commission would not allow him to step down at this time. Action - Elaine C suggested that Steve M. bring the professors wife and have her sit in on a few meetings and see if she is interested in becoming an alternate commission member. F. Lincoln Bell. Elaine C. asked the commission members if they were aware of the Lincoln Bell being moved from the Kiwanis back to Lincoln School and if the Historic Society was doing anything with the move. Chuck R. stated Canyon County Historic Society most likely is who is involved with the move. Action — Chuck R. will ask the Principle of Lincoln School. XI. Adjournment.
