Caldwell Public Library- Idaho Room C P � P �R / �O�V� , 1010 Dearborn, Caldwell, Idaho ��`=�- �„�; _� I. Call to order Meeting was called to order by Co-Chair Chuck Randolph at 6:00 P.M. II. Roll Call Present: Commissioners Ron Blakley, Elaine Carpenter, Eileen Davidson, Elaine Leppert, Anita Shore, Co-chairs Lorene Oates, Steve Maughan, Chuck Randolph, City Staff Brian Billingsley, Staff Member Cabello and Debbie Geyer. Absent: Commissioners Jan Boles, Gina Lujack, and City Council Liaison, Rob Hopper. III. Approval of Agenda Move Item IX New Business 1) Train Depot Report to Item VII. Motion Co-Chair Maughan. Seconded Commissioner Shore. Motion passed. Amended to add under X. For the Good of the Commission. — Canyon County Historical Society Bus Tour and Comprehensive Plan update by City Staff Billingsley. Motion to approve, Co-Chair Randolph. Second Commissioner Maughan. Motion passed. IV. Approval of Minutes July 28, 2008— revised For signature August 25, 2008 - revised Motion to approve as amended, Commissioner Maughan. Second Commissioner Carpenter. Motion passed. September 2008 — Motion to approve, Commissioner Carpenter. Second Commissioner Blakley. Motion passed. V. Certificate of Appropriateness Interviews Staff Member Cabello swore the people giving testimony. a. CA-125-08 — 406 S 14 AV. — application submitted by Scott Hoover for Boone Memorial Presbyterian Church for approval to remove and replace signs. They inquired with the City Staff regaxding this and April Cabello emailed us asking for us to review it. Several of us decided we needed more information, so they were requested to submit an application and come before this group. The Applicant has applied for a Special Use Permit to allow for the size of the sign. There will be a meeting November 19�' at the Church. They handed out color pictures showing the signs, the size the signs will be and the location in respect to the church. They wish to install two signs. The depiction in the photo is pretty accurate to show how this would look. Co-Chair Randolph asked if the architect had met with the Church. He is concerned with bricks not matching the bricks on the Church. The closest they can come to matching are in Indiana and they fear they will not be able to match exactly. Commissioner Maughan ask if the signs will be illuminated. The answer is no. There will be no flood lights. The only lights will be the ones from the Church itsel£ Commissioner Blakley ask if the signs have already been built. The answer was yes, that they had been started , but not completed. Commissioner Davidson ask if the City has a size requirement. She felt the proposed signs would hide the Church. Page 1 � Commissioner Carpenter ask if they had made a dummy sign, like in cardboard, to see how this would look. They indicated they had. The Cleveland Blvd. sign is two sided. The 14 St sign is one sided. Co-Chair Randolph suggested moving the sign back and to the left or reducing the size by 10%. The ground behind the Dearborn/14 Street sign slopes down toward the church about ten inches. Commissioner Maughan moved we approve with two provisions, as discussed. First provision, the Dearborn/14 Street sign be positioned to the left and back and that the bricks are variegated to match the Church. The Cleveland Street sign to be approved without changes. Commissioner Shore seconded. Motion passed. VI. Audience Participation: None VII. New Business: 1. Train Depot Report — Debbie Geyer. Debbie updated us on the Train Depot project. Phase one and two are completed. This summer the dormers were installed. The interior has had museum quality lighting installed. The wainscoting which had been removed sometime in the past has been reinstalled. The paint, which had started to crack from several coats of paint has been stripped and repainted. The architect out of Boise has researched the ticket counter. The desire is to have one installed that is time period correct. They located a Depot in Utah that still had its ticket counter. They traveled there to see it so they could duplicate it. Bill Crookham has donated a refrigerator to be used in the Depot. They are trying to make it appear as an old ice chest. In November they will have a Light-Up Caldwell Winter Wonderland and Interpretative Center Grand Opening. The Street crew, who have been moving tables and chairs from the basement when they are needed, has suggested a small storage unit, made to match the depot be installed near the Depot. It would need to be large enough to install racks of tables and chairs. The proposal is to locate it on the west side of the Depot and back towards the tracks. They would build the unit to match the Depot using the same color of paint and shingles. Debbie wanted to get our thoughts on this. Commissioner Carpenter asked if it would need to go through Design Review and get a Certificate of Appropriateness. Co-Chair Maughan asked if they would mind getting a Certificate of Appropriateness even though they would not be required too. Debbie said they could do this. Their only concern it they would like to pour the foundation before winter. Co-Chair Randolph mentioned the fan windows above the door as seen from Blaine looking down 7 St. Commissioner Carpenter ask about the Union Pacific and the possibility of having this on the Historic Register. Debbie Geyer said she has talked to them and explained we are in the same position with our Depot as Weiser is and they are on the Register. She would like to see this on the Register. She felt the gentleman she spoke to is on our side. The fence issue has been addressed. Page 2 � � VIII. Actions Since Last Meeting a. Grant application and budget for CLG Grant 2009 — Staff Member Cabello reported that this was mailed to SHPO on 9-23-08. b. Close out of the 2008 CLG Grant was mailed to SHPO on 9-23-098 c. "The Hat" request to ex�edite the nomination was mailed to SHPO on 9-29-08. d. CA-124-08 - 509 S 12 Av — application submitted by Darrin Heaps for Presiding Bishop of the Church of Jesus Christ of Latter Day Saints for approval of external lighting. Certificate was issued on 10-10-08. Co-Chair Randolph has signed off on this. Planning and Zoning will hear this. If any neighbor has an objection, they will get a chance to speak. e. CA-126-08 — 1907 Blaine St — application submitted by Diana Gracia for a re-roof — C of A issued on 10-10-08. Co-Chair Randolph reported this was a straight forward re-roof with architectural shingles and he has signed it. IX. Old Business a. Fencing Ordinance — Staff Member Cabello. The City Council did not like some of the wording of our proposal. This has been removed. The rest has been approved. April passed out copies. b. The Hat — Co-Chair Randolph had some not so good news — The ISHSRB has declined our nomination of "The Hat" for the Historic Register. Madeleine Buckendorf is going to write them a letter regarding this. The Board felt it should be considered "Traditional Cultural Property", which is usually "Native American". The good news is that when Commissioner Boles gets back Madeleine Buckendorf is going to go into the archives to check for pictures and more information, to try to get their approval. Staff Member Cabello questioned, what to let them know. Do we just drop it or are we going forward? We are still interested in proceeding. Madeleine Buckendorf will be in touch with the Board. c. Auxiliary Committee Reports: d. Streetscape Committee — Commissioner Davidson has not heard from them.. e. School District Committee Representative — Co-Chair Randolph They have not met. f. Downtown Committee — Co-Chair Maughan reported that they have met. There are two issues they are dealing with. On — Flood Plan and FEMA. There is to be no construction in the "Flood Corridor". The Mayor has been in touch with several agencies to try to get them to back down. Also, regarding the Commission — any new construction in the Down Town area will have to come before this commission. This might mean a heavier load for the commission. The LID will focus on sidewalks, lighting and curbing. g. Design Review Committee — Co-Chair Randolph They have not met. Page 3 a X. For the Good of the Commission a. Commissioner Carpenter reported that there is a house on Blaine Street with a"Champion Windows: sign in front of it. The windows have apparently been changed. Staff Member Cabello will send Code Enforcement to address this. b. Commissioner Carpenter reported on The Canyon County Historical Society's Utter Disaster Bus Tour to the Nettleton Ranch Massacre site. In the spring the CCHS plans to do a"Starvation Camp Tour" to Farewell Bend. The Library has a book on this Utter Disaster. c. City Staff Billingsley reported, he has met with several City Officials regarding the City Comprehensive Plan. The Plan was last updated in 2004. He would like to have most of the next meeting to go over the portion of the Plan regarding Historic Preservation. X. Adjournment. Motion to adjourn Commissioner Maughan. Second, Commissioner Shore.
