Roll Call Present Ron Blakley, Elaine Carpenter, Eileen Davidson, Elaine Leppert, Gina Lujack, Co-chair Steve Maughan, Co-chair Lorene Oates, Co-chair Chuck Randolph, Anita Shore, and City Staff Brian Billingsley and April Cabello. and City Council Liaison, Rob Hopper. Absent: Jan Boles. Guests: Madeline Buckendorf III. Approval of Agenda Amended to add Madeline Buckendorf under Item IX 1. Motion to approve, Commissioner Shore. Second Commissioner Lujack. Motion passed. N. Approval of Minutes • May 27, 2008 — revised Motion to approve, Commissioner Carpenter. Second Commissioner �, Davidson. Motion passed. ' • June 23, 2008 Correction page two first paragraph third from bottom line to read "other house on !� that block." Not houses. And next line to read "Mr. Gigray was not sure what the Church's plans". ' Not Churches. Bottom paragraph, third line to read "precedent" not president. Motion to approve as amended, Commissioner Carpenter. Second Co-Chair Maughan. Motion passed. V. Certificate of Appropriateness Interviews City Staff, April Cabello swore the people giving testimony. • CA-113-08 - 1204 Dearborn Street— application submitted by Osman Rivas for approval to remove a door and steps, window alterations and re-siding. (Continued from 6-23-08) Mr. Rivas requested the removal of a side door. Also, wants to remove one window and replace one window. One of the windows will be slightly smaller than the existing window, due to its location. He plans to match the existing siding with a siding. He had a sample to show us. He said they would remove the steps leading up to the door to be removed. Co-Chair Maughan mentioned the fact that there is two different sizes of siding on the house. Mr. Rivas said they planned to match that. Co-Chair Randolph declared the Public Notice closed. Commissioner Lujack ask about the leaded glass window which was removed in the past. Mr. Rivas said that it was removed by City Glass and he was sure they had taken it. He will check with them to see if they still have it. Co-Chair Randolph ask about signs from the past. Mr. Rivas was unaware of any. Co-Chair Maughan moved to approve. Commissioner Lujack seconded. Motion passed. The Certificate of Appropriateness will be ready tomorrow. • CA-119-08 — 823 Albany Street — application submitted by Nick Voth for approve to replacement of windows. Nick Voth, the contractor for this project, requested we move this until after the next application to allow the owner's time to arrive. • CA-120-08 — 1304 Cleveland Blvd. — application submitted by Dennis & Deb Balmer for approval to enlarge garage. The Balmers apologized for the fact that their contractor was out of town, therefore the plans were not more detailed. They want to leave the old garage intact and install an addition to it on the back side. They do not plan to remove a tree. I Page 1 I III 1 _ � • Coinmissioner Lujack ask if the deck is originaL The answer is the deck is so deteriorated that it is doubtful if it can be salvaged. Mr. Voth said a composite deck would be much more durable. The applicant wants to keep the historic appearance of the building. They would probably install lattice to match the existing trim. Co-Chair Randolph said we have a list before us. The security issue is out of our control. There was some discussion on the proposed fence. Co-Chair Randolph advised the applicants that if they have interior fixtures that are not secure it was wise not to store them on the property, as we have seen them stolen in the past. The applicant described the changes to be done in the interior of the house, such as move the kitchen are on the back of the house to divert traffic. A door would take the place of an existing window. Co-Chair Maughan said that as there is a screened in porch, it would be really hard to see this from the street. There was some discussion regarding the sidewalk. Is it in the wrong , place? Question arose regarding the relation of the fence to the sidewalk. There was also some discussion regarding the appearance of the garage. Co-Chair Maughan moved to approve the a limited application without steps. Commissione� Lujack seconded. Motion passed. Madeline Buckendorf Item IX 1 Commissioner Carpenter ask Madeline Buckendorf if she would like us to jump to her spot on the agenda. Item VII 1. Moved to this spot. She said she would appreciate it. The Hat. Ms. Buckendorf reported that she had copies of her report for our records. She has a set with photos — 5"X7" for the SHPO. She has more time in this than expected. She explained the period 1933 to 1983 being the important period is the fact that in 1933 it was moved. She will email one of these to Commissioner Boles for the Archives. She has never seen it take shorter than a year to be listed. First step of the three has been signed of£ She has taken current pictures with the new signs installed. There was a short discussion on the Walking Tour brochure. Ms. Buckendorf has this report on disc and will make a copy for the City. She ask if they publish, from the history she wrote, that she be recognized. VI. Audience Participation None VII. Actions Since Last Meeting • CA-112-08 - 1401 Blaine Street — new construction — vacant lot — single family home — Scott Fenwick - Conditional Certificate of Appropriateness was issued on 5/29/08. Revised site plan submitted on 6/23/08 showing setbacks and no basement. Certificate of Appropriateness was issued on 6/24/08. Co-Chair Randolph reported that the question regarding the site plan has been cleared and this Certificate has been issued • CA-116-08 — 1302 Dearborn Street — Demolition/Removal of the Single Family Residence — Lynn Hardy — Conditional Certificate of Appropriateness was issued on 6/24/08. Co-Chair Randolph reported that this was signed with conditions. City Staff Cabello said she hasn't had any contact regarding removal. • CA-118-08 — 516 S. 13` Ave. — Re-Roof- Certificate of Appropriateness was issued on 7/7/O8. Co- Chair Randolph reported that the applicant was using architectural shingles and this has been signed. • CA-117-08 — 1802 Cleveland — Deck with stairs — Certificate of Appropriateness was issued on 7/15/08. In the future we need to see what we are signing. City Staff Cabello and Co-Chair Randolph met with the owner and the builder and they finally came to an agreement. The Building department required the applicant to install an additional support under the deck. Page 3 J� � .. IX. New Business 1) Madeline Buckendorf See above. X. For the Good of the Commission • Police Code Enforcement— 1800 Block Co-Chair Oates reported that the alley way in the 1800 block of Blaine St and Cleveland is a mess. She has sent a written complaint to the City. Code Enforcement. The result was a letter to here advising her to clean her property. She has spoken to Sylvia Bahem, who said her property is good. The City sends everyone a clean-up notice. Councilman Hopper said it takes about 27 separate steps before the city can take action. • Commissioner Lujack said she has contacted Jane Morfitt regarding her idea to hold an open house in one or more of the properties listed for sale. She does not think Ms. Morfitt likes Open Houses. She has also spoken to Arvid Salisbury the Chair of the Board of Realtors, who was open to the idea, but said it was up to the individual realtors. Co-Chair Randolph will contact Jane Morfitt. XI. Adjournment. Motion to adjour�, Commissioner Maughan. Second, Commissioner Carpenter. Motion passed. Adjourned at 8:36 P.M.
