Call to Order: By Chair Lorene Oates. II. Roll Call Present: Lorene Oates Chairman, Ron Blakley, Elaine Carpenter, Eileen Davidson, Elaine Leppert, Steve Maughan, Chuck Randolph, Anita Shore, and City Staff Brian Billingsley & April Caballa Absent: Jan Boles, Gina Lujack, and City Council Liaison, Rob Hopper. III Approval of Agenda: Added under New Business l. Metal Roofs/Downtown 2. Photos of houses in Steunenberg District #3 Orchards and Onions 4. Paint Chips and #5 Grover Knight House. Motion to Approve as amended, Anita S, seconded Chuck R. Motion Passed. IV. Approval of Minutes. February 2008 Correction to page 3 Paragraph 2 to read "Apparently there was a$500 grant available from T�n�+�-as� (Should read) SHPO,". Motion to approve, Elaine C, seconded Chuck R. Motion passed. V. Certificate of Appropriateness Inxerview None VI. Audience Participation April C told us that the owner of the house located at 1802 Cleveland was into her office regarding a porch which was removed from the house in 1944. He is interested in restoring it and was questioning where he could obtain pictures. She said he does want to maintain the historic appearance of the house. She passed around pictures. Eric Reifschneider, owner of this house spoke to us about it. The house has a side door with no steps. Chuck suggested he contact Jan B for photos. He, also, wants to paint the house and was interested in historically accurate colors. We told him that Sherman W�lliams and Kelly Moore, both have paint charts to show appropriate colors for the various time periods. He is thinking of using three colors. He wants to proceed with the rebuild and painting, as he wants to list the house, probably in May. T�ie house is structurally sound. VII. Actions Since Last Meeting Letter to Realtors and prospective home buyers — letters were mailed to the Realtors on 2/26/08 Brian B said he has mailed to all the Realtors with listings. He has received a call from one of them, who has a prospective buyer. She makes dolls clothes for sale. Brian said he thought that would probably be acceptable. She also wants to have a Tea Shop. Brian said she would need to get a C of A from us. He feels the letters are going to work. He will continue to mail them out, if Gina will keep him informed if there are any new listings. �-- - ti -, � 1615 Fillmore Street siding Approved by Chuck - need CofA signed Brian B has sent the Code Enforcement Officers to this site. They responded with the claim that he was in the office last fall and was told to just go ahead with the work. It would be O.K. This property has been sold. Chuck R said the windows on the porch have been there for years. Chuck mentioned taking pictures of all the house in the District, then we would have a record of how each house looks now. Steve M moved, Anita S seconded that we sign a Certificate of Appropriateness. VIII. Old Business 1. The Hat — Jan B Jan B. was not here to report on this. 2. CLG Grant for 2008 - discuss other options April C said they needed to get some more ideas from us. The Wilder I rrigation Building is out. The Walking Tour brochure is approved. They would like to read through it prior to printing. Madeline Buckendorf has picked up on some mistakes in the current brochure. Overall, Chuck R thought it would be a quick do, if we used the same format. There was a suggestion to include some photos of houses that are on the Historic Registry. Steve M said he like the present format - as a Walking Tour it seemed to fit. Chuck R suggested we do it in phases. Reprint this and then do something for Downtown. Elaine C pointed out that we have about $2200.00 to accomplish the reprint. Elaine C moved, Chuck R seconded we reprint the brochure, using quality paper and the necessaxy corrections. Motion Passed. 3 Steunenberg District Rezone City Council scheduled to be heard on 4/7/08. Brian B wanted to let everyone know that the Rezone is scheduled to be heard by City Council on 4/7/08. Anyone who can be there is encouraged to attend. 4 Auxiliary Committee Reports a. Streetscape Committee - Eileen D Nothing to Report. b. School District Committee Representative Nothing to Report. c. Downtown Committee - Steve M Nothing to Report 5 1702 Cleveland Blvd - Re-roof detached garage — April C A letter has been sent to the Property Owner, regarding this building. Chuck R said he met with the owner today. The re-roof came up last summer. They brought a sample like on .the house and were told it would not be approved. They must use an architectural shingle. They are ready to go with our recommendation. Second is the Egress Basement Window. The owner,also, wants to change the trim around the windows. It would be exactly what is already there, just look nicer. The house was a repossession. Chuck R moved, Elaine C seconded we sign the Certificate of Appropriateness. Motion passed. The owner will still need to obtain a Building Permit. Y � • r • 6 Gazebo discussion/update Brian B said that the Mayor has emailed all City Council members asking for their thoughts on this structure. The Downtown Committee has recommended this go to Design Review. Lorene O brought everyone up to speed on the recent Work Shop. Eileen D said the contractor was in her office today wanting to know what he could do to make more people like the Gazebo. She told him she thought the main problem is location. Brian B was unsure where the final decision would be made. Lorene O suggested we each contact our City Council Members and the Mayor voicing our concerns. IX. NEW BUSINESS 1 Metal Roofs in Downtown area. Elaine C thought the property owners with buildings in the Downtown area, wishing to re-roof would have to go through Design Review , Apparently this has been overlooked. At a meeting the other night it was said that they wanted to leave this open. If a building has a flat roof and can't be seen, what does it matter what kind of roof it has? Elaine C moved we forward a recommendation that any building in the Downtown zoning district or the Indian Creek Corridor zoning district be required to go thru design review if they wish to pursue putting on a metal roof. Steve M seconded. Motion passed. 2 Photos of Buildings in the District Brian B said his office will take photos of the Historic Houses in the District. 3 Orchids & Onions. 31 st Annual Orchid and Onion Awards presented by Preservation Idaho. Awards will take place in Rupert on May 31 St . Anita S suggested the Grover Knight house. Chuck R thought this might be a good idea. It might help to keep anyone from wanting to turn this into an office building. 4 Paint Chips. Elaine C brought in a Kelly Moore pamphlet showing the different paint colors and the style/dates they were appropriate for. 5 Grover Knight House Chuck R reported that he had met the contractor doing the work on this house. He was buying replacement knobs and other things to �' replace the items stolen from the work site. He hopes to have an open house very soon. , X For the Good of the Commission Nothing. XI.
