Call to Order At 6:05 P.M. by acting chair Chuck R. II. Roll Call Present: Elaine Carpenter Chairman, Jan Boles, Eileen Davidson, Gina Lujack, Steve Maughan, Chuck Randolph, Anita Shore, and City Staff Brian Billingsley and David Richey. Motion to approve as amended, Anita S. Second Jan B. Motion passed. IV. Approval of Minutes August 27, 2007 one correction. Under Old Business paragraph 5 should read Brian B has met with E�aine C, Chuck R, Jan B and Eileen D regarding this. Motion to approve as corrected, Jan B. Second Steve M. Motion passed. V. Certificate of Appropriateness Interview None VI. Audience Participation Guest Jamie Morfitt, 1902 Fillmore said his house has a shake roof which is in poor shape. The house was built in 1935 and had split cedar shingles, which were later covered with the shake shingles. The Morfitts would like to replace this using architectural grade shingles. They would need to remove both layers of existing shingles and install a plywood base. Gina L moved to approve upon the submission of an application for Certificate of Appropriateness. Anita S seconded. Motion passed. VII. Actions Since Last Meeting - Eileen appointed to Street Scape Committee on Downtown Project Eileen D said although she has been appointed to the committee, she has not heard from them. Brian B will notify her when the next meeting will be. Chuck R said he has not signed any new re-roof applications and has not heard anything regarding the Whittenberger house. VIII. Old Business 1. The Hat (Jan B) Jan B has received a bid on the structural repair of the Hat. He passed around the bid in the amount of $9125. He wanted to know what time period we wanted to see the Hat restored too. Jan passed around pictures, of the hat old and current. Do we want to get a second bid? And what time period do we want to restore the Hat too? Jan reported that he has spoken to Henry Lohse from Concrete Placing Co. He would be willing to cut the concrete benches away from the existing structure at no expense to us. ' f �. I In the old pictures he has of the Hat, there are signs saying College Heights and The College of Idaho hanging from the Hat. Jan would like to see the signs returned the Hat. The contractor doing the re-roofs at the College is still willing to do the re-roof of the Hat once the structure work is finished. Jan reported we have $11,600 in contributions. He also felt we should g et at 1 east o ne more b id. Gina s uggested w e contact Fred S elight, t he he ad o f t he Building Association for a recommendation. Chuck R moved we restore it to the 1933 status, with College Heights signs attached and we accept Joe Macks bid contingent upon the second bid. Steve M seconded. Motion passed. It was agreed we do the restoration in three stages. 1- Repair the structure. 2- Re-roof and 3- Aesthetics. The City has two pieces about 12 or 14 feet long_ which are fairly straight. � _ .. : ;:. 2 Code Enforcement (Rick W) Moved to next month. 3 CLG Project /Trail - completed, Billing. etc. Brian B has received a fax from Debbie Geyer. This has been finalized and the City has been billed $4293.10. Copies of the report are at City Hall and have been e-mailed to Commission members. 4 Statement to use for Commission in Advisory Roll: (Brian B/Mark Hilty) Brian B has not had a chance to speak to Mark Hilty, but he felt we could continue to speak to our guests about their plans, as long as there has not been an application. Chuck R stated that he had a realtor contact him regarding a demolition of a building in the District, and building a new structure. There was a discussion of what is considered a distressed structure. We would probably need to have a certified inspector say that the structure was beyond repair. The consensus of opinion was that we should continue to be as open with the questions of the public. We do need to assure everyone that we are just giving an opinion and there are no guarantees to the final decision of the Commission. 5 Blaine/Cleveland Curb quality - how to pursue/ (Brian B/Chuck R) Brian B ask if every- one had received the recent e-mail regarding this project. He is encouraging all of us to forward any concerns to him and he will keep a file for later use. Steve M voiced his concern of an eight inch grade from curb to. sidewalk and lack of landscaping. Brian B offered to set up a meeting with Shawna King. Jan B, Chuck R, Steve M and Lorene O will meet with her. 6 CLG Project for Upcoming year/Hat - Curtis Park At the last meeting we voted to do Curtis Park our next CLG Project because we didn't think we could do the Hat. Sincer SHPO has OK'd the Hat. We have submitted an application for $3000 for the Hat and an additional $2000 to get started on Curtis Park. If we only get the $3000, we can proceed with the Hat and then we would have a project for next year. 7 Draft letter to prospective home buyers (Gina L) Hold over to next month., Gina L is going to work on the letter and Anita S will work on a new design for our letterhead. 8 Rezone of District to R-1 (Brian B/Rick W) Brian B was unable to meet with the Mayor. He will follow up on this. We will probably have to have a few workshops. He thought we might be able to combine this with the Ordinance meetings. � r.� �• NEW BUSINESS 1 House numbering on curbs. Chuck read a letter from Gordon Law regarding the painting of house numbers on the curbs. This is a proposed Eagle Scout project. There was a discussion on the time period appropriateness of numbers on the curbs. Motion by Jan B- we ask for more details and visuals prior to a formal approvaL Gina L seconded. Motion passed. Chuck will contact Gordon for more information. X For the Good of the Commission There was an article in the Tribune about the trolley rails and a picture of the old High School. Steve M ask about the possibility of the City planting of free trees in the new improved gateway streets of Blaine and Cleve�and in an effort to restore the canopy. Brian B will talk to the Mayor about this. Brian, also reported that the State of Idaho is now offering "Historic License Plates" Jan B had four of his photos of downtown Caldwell selected for the 2007 Idaho Triennial at the Boise Art Museum.
