II. Roll Call Present: Present: Elaine Carpenter Chairman, Lorene Oates, Elaine Leppert,
Anita Shore, Ron Blakley, Eileen Davidson and City Staff Brian Billingsley, David Richey and
City Council Liaison, Rick Wells.
Absent: Jan Boles, Steve Maughan, Chuck Randolph, and Gina Lujack.
Guest: Jim Rice 1208 Blaine and Gerald Paxton.
III Approval of Agenda - Added Curbs as number 8 under Old Business. Moved to approve
as amended, Anita S. Second Lorene O. Motion passed.
IV. Approval of Minutes Moved to approve as written, Lorene O. Second Ron B. Motion
passed.
V. Certificate of Appropriateness Interview - Noted that Chuck Randolph has approved C
of A 97-07 by Virginia Davenport, 1223 Dearborn. New roof.
VI. Audience Participation Jim Rice owns the house at 1208 Blaine. This is the second
house into the Steunenberg Historic District on Blaine St. He wants to change this house into an
office for a non-profit group - Equine Therapy for Autistic Children. Sometime in the future
they may be also giving scholarships. They would install a parking pad in back of the house,
widen the front and rear doors and install a wheel chair ramp. They want to maintain the
character of the house. Brian explained this would need to be published and they would need a
Special Use Permit. Elaine explained the goal of the commission was to maintain the District as
a residential District. There is a tremendous amount of "Down Town" buildings which could be
used for commercial use. Mr Rice said the building and property was in very poor condition
when they purchased it. They feel it isn't a very good house for residential use. They do not
want to install a sign. It would be a day time only use and very little to no drive in business They
would not change the house so that it could be used as a home in the future. He said he had read
that he only needed to file an application seven days prior to our meeting. They will come back
next month with an application. There was a discussion on the application process. De we need
to publish an application and have a public hearing. Rick W said "Generally if we denied and
application due to appropriateness", unless there was a very strong reason, Planning and Zoning
would honor our decision. There was also a discussion on where Mr Rice read the "seven days".
VII. Actions S ince Last M eeting E laine C r eported t hat T om E nsley h as b een c hosen t o
receive an Orchid Award for Friend of Preservation by Preservation Idaho. The award will be
given at 30th Annual Orchids & Onions Awards Ceremony, Thursday May 17th at the Capitol
City Christian Church in Boise, Idaho.
