The Historic Preservation Commission meets the second Thursday of every month in the Idaho
Room of the library at 7:U0 p.m.
Present: Roy Payne, Bill Gi�ay III, Chris Nye, Tom Ensley, R.ick Wells. Elaine Leppen,
Sylvia Tag

The December 12th meeting of the Historic Preservation Commission was cailed to order at the
Caldwell City Library, in the Idaho Room, at i:00 p.m.
The Commission recognized Sylvia Tag who was appointed by rhe Nlavor as a new member. Sylvia
Tag will be replacing Dean Finch, who resi�ed about a �ear aQo.
The first item of business was the approval of the Minutes =or �iovember ?'. I996 meetina.
Commissioner Ensley offered a Motion to approve the Minutes. Commissione: �iye seconded the
Motion. It passed unanimously.
The next item of business was the Caldwell Depot lighting project. Vice-Chair Payne stated that he
spoke with First Interstate Electric regarding finishing phase two of the li�ting of the Depot. The
back side(Railroad Track Side) is yet to be completed. The lighting should enhance the back side,
for better visibility from the overpass. There are approximatel� two hundred �eet oi lights ieft to
install to finish the project. �-ie also recommends a VGaI-P31c liaht be installed at both �ont and back
entrances to help accent the entry way. There will also be two Wal-Pak� installed over the bay
windows on the front side (facing Seventh :�ve.). Since the Wai-Pak is installed facin� downward
and are hooded, it will mitigate the impact of the effect on the accent liahtina. W`�iie the contractors
are installing the liQhts, they would be able to reconnect some ot the li�hts �hat have slipped out of
•� the clips. Councilman Wells questioned whether it was ?oina to be cost e�ective to operate.
Commissioner Payne responded that although the lamps are ztpensi�.e, they ��ill not have to be
replaced very often. Commissioner Gigray made a Viotior. co precede �vith �he �;.cent ii�htin� and
possibly four Wal-Paks. Commissioner Leppert seconded tile �tocion. which passed '�nanimousl��.

Commissioner Gi�ray reponed the i o�;�ite Committee would like to help �et some or the painting
done at the Depot. Cindy ytoss is in �aarQe of that effort, Commissioner Gigray has directed her to
talk to the State Historical Commis�ion anout obtainina advise on how to precede with that proje�t.
Hopefully, with the cooperation or =�ore o�iners in downtown CaldwelL �he Commis�ion can he!p
preserve the historic inte�:ty ot th�_� ouiidinss. Councilman Weils asked ii the project was on
track. Commissioner Gi�.ray stated -.: at �t is behind schedule.
The ne:ct item involved traffc con�ol to see if there were any solutions to help protect historical
nei�hborhoods. Commissioner Gi�� is tr��inQ to ma�:e contact with the En�nneer. Someone needs
to desi� how to reroute all the tr�c ?oinQ thru there. Councilman W'ells stated he :�ad some
information regarding traffic on � 1 s� .���enue. The Cicy is presently working on a tra�c study �.vith
J.U.B. Engineers. He stated that the ::.routin� plan on �Oth Avenue was extremely poor plannin�
and was rejected some time ago. Th� will be stop 1i�hts on �? st �venue at Blaine and Cleveland
which have already been approved.
Sylvia Tag questioned what the Hiscoric Preservation Commissions role is when talking about the
long term plans. Especially when people are startins zo focus on the next cenrury. Commissioner
Gi�ray discussed some of the Cummi�sions concems on the planning some of the new projects.
Councilman Wells state� that the C:r� zill has the ori�nal blueprints on the Jefferson School. There
were at one time thoughts on savi.nQ �e auditorium, out lookina at it realistically it would have been
over a half a million dollars compar� to a couple hundred thousand to demolisn it.
