Meeting of November 14, 1996
at the Idaho Room,
Caldwell Pu�lic Library
The Historic Preservation Commission meetings are the second Thursday of every month in
the Idaho Room of the library at 7:00 p.m.
Present: Steve Maughan, Roy Payne, Bill Gigray III, Chris Nye, Tom Ensley, Rick Wells,
Elaine Leppert

Absent: Carol Burbank, Melvin McClain
The November 14th meeting of the Historic Preservation Commission was called to order at the
Caldwell City Library, in the Idaho Room, at 7:00 p.m.
The first item of business was approval of the Minutes on the October 10, 1996 meeting.
Commissioner Leppert offered a Motion to approve the Nlinutes. Commissioner Nye seconded ttie
Motion, which was passed unanimously.
The next item involved the Washington Heights Addition. Discussion within the Commission
ensued over the letter that is going to be sent out for the bids. Commissioner Gigray and
Comrnissioner Nye will draft a letter and present it to the Commission. Commissioner Gigray made
a Motion to gather the files on the last bid to make sure it goes through proper procedures.
Commissioner Maughan seconded the Motion, which passed unani.mously.
It was recommended by the Commission that Ann Swanson and Burt Bedeau be invited to give their
input on the preservation and creation of the Historic District.
Councilman Wells asked the Commission whether there were resources, where one co�ld go, to find
the proper means of doing improvements on some of the older homes (materials, calors, ect.).
_ The next item of business concerned the lighting of the Depot. It was suggested the Commission
use the money from the �rant to finish the project for phase two, the lights at the Depot.
Commission Ensley stated he would contact the same contractors that did the first phase.
Commissioner Maughan made a Motion that the Commission proceed with finishing the lights at
the Depot. Commissioner Leppert seconded the Motion, which was passed �lnanimously.

The neYt item of busine_� was the Commission staifing. It was stated by Commissioner Nlaug.iian
that he would like co prc �ose ro the �Iayor that Sylvia Tag be appointed as the new Commissioner.
Comm.issioner vtau�h�: stated that he would also iike to have another Chairperson appointed.
Since there would �e �-: ;ddition �o his family in February, he would rather not be the chair.
Councilman Wells quc��ioned wne.e were all the previous surveys on the historical properties.
Commission Leppen ��ced �hat they had quit a rew copies in the library and there are also some
stored at City Hall in the ?!anzuna �d Zonu�g Department. It was sugoested by the Commission the
surveys be put to�ether � binders. Commissioner Nye stated that if the copies were made, he could
bind them at his o�ce. ��ommissioner Leppert stated that she would put those together and or�anize
them.
It was recommended tha: a request to the school district be made regarding all documentation on the
Old Jefferson School.
Commissioner Gi�ay s�ted he wauid tiy to find out some information on the traffic control, to see
if there are any solutio� �o help protect historical neighborhoods.
It was suggested bv the �ommission that they try and contact Carol Burbank and Melvin McClain.
