Meeting of April 1 l, 1996
Present: Roy Payne, Chris Nye, Tom Ensley, Elaine Leppert, Steve Maughan
Staff: Nancy Huff, Debra Meyer, Bruce Reck
Absent: Melvin McClain, Rick Wells, Cazol Burbank, and Bill Gigray III
The April 11 th meeting of the Historic Preservation Commission was called to order at the Caldwell
Ciry Library, in the Communiry Room, at 7:1 � p.m.
The first item of business was approval of the Minutes of the March 14, 1996 meeti.ng. Commissioner
Leppert offered a Motion to approve the Minutes. Commissioner Payne seconded the Motion which
passed unanimously.
The next item involved the FY96 grant. Discussion within the Commission ensued over the various
letters of interest from several consultants. It was the �eneral consensus of the Commission that the
consultants from Montana and Washington did not seem to realize that the project is a fixed fee contract.
Chairperson Maug.han suggested staying within the local area to be able to have more intense research
done. It was the general opinion of the Commission that the choice of consultants was narrowed dow
to Susan Stacy and Anowrock. Commissioner Ensley made a motion to approve Susan Stacy as
consultant for the FY96 Project. Chris Nye seconded the motion, which passed unanimously.
It was sugaested that staff contact Susan Stacy and invite her to the next meeting. Deb Meyer stated that
she would contact hez.
The neYt item of business was the masonry repair on the Caldwell Depot Chairperson MauQhan stated
that since Commissioner NlcClain was not present that the Commission would table this discussion until
neYt me�tin� date. Nancy Huff stated that she would call Commissioner MeClain.
The nest item of business concemed the Depot. Commissioner Enslev and Commissioner Payne both
stated that there was inadequate ventilation on the Depot. Chairpenon Maughan stated that there was
only �3,�00 in the bud�et and priorities would have to be established. Commissioner Ensley and
Commissioner Payne were asked to obtain estimates for the cost of repairs to the roof and providing for
adequate ventilation. Commissioner Nye stated that he would see about obtainin� a key for them to Qec
into the Depot.

The nert item of business was new project ideas for the 96-97 grant. Chairperson Maughan stated that
the final plans for the curriculum video had not been completed. He stated that he would have more to
report on at the next meeting.
Chairperson Maughan reponed that he had received a call from Ann Swanson reminding him that May
12-18 was National Historic Preservation Week. The Commission considered several sugaestions:
a} Theme oriented display in City Hall
b) A flyer of historic information and pictures
c) Press Tribune coverage
d) Local historic tours �
Nancy Huff stated that she would talk to the Mayor about proclaiming National Historic Preservation
Week.
Chairperson Maughan sta.ted that he would call Canyon County and fmd out what they are doing and
possibly coordinate efforts with them. He further stated that he would send Nancy Huff a copy of a
proclamation for the Mayor.
Commission Leppert suggested obtaining more of the walking tour brochures. Chairperson Maughan
stated that he would work out the details with her within the next week.
It was sugaested to staff that they send Rick Wells a remi.nder to attend the meetings, since he is the Ciry
Council liaison.
The date of the next meeting was set for Thursday, May 9, 1996.
There bein� no further business, the meeting was adjourned at 8:1� p.m.

There being no quorum of Commissioners , Chairperson Maughan adjourned the meeting at 7:30
p.m.
