MINUTES
Meeting of March 14, 1996
Present: Roy Payne, Steve Maughan, Tom Ansley, Melvin McClain, Rick Wells,, Carol
Burbank, Elaine Leppazd
Staff: Nancy Huff and Debra Pendleton
Absent: Bill Gigray III and Chris Nye
The March 14 meeting of the H'istoric Preservation Commission was called to order in the City
Council Conference Room at the Caldwell City Ha11 at 7:15 p.m.
The first item of business was the approval of the Minutes of the February 8, 1996 meeting. Roy
Payne offered a motion to approve the Mnutes. Nancy Huff seconded the motion. The.motion
passed unanimously.
The next item of business was the FY96 grant. Several letters had been received by staff rega.rding
interest from various consultarns wishing to bid on the grant project. Deb Pendletom shared a letter
that Bill Gigray had seut out to the White House and various legislative representatives. It was
requesteti that staffma.ke copies of all the letters of interest and send them out to the Commissioners
prior to the next meeting.
The next item of business was a regort on the Old Depot. Melvin McClain stated that he would have
more information on getting the masonry done on the Old Depot.
Nancy Huff gave the treasurer's report. She reported that there is $3,500 in the budget right now.
The ne� item of business concemed the 96 Project ideas. Steve Maughan stated that he had been
in corrtact with Ann Swanson . She complimented us on the quality of the project and the fact that
we are moving in the direction thax the state is in favor of. Potential projects included:
1) City Hall Picture Project - A historical displa.y linking the City to its' past. The display
could be ma.de moveable to go to banks, schools, the library, etc.
2) Construction of a video for the school district. Steve Maughan stated that Ms.
Swanson seemed very enthusiastic about this type of a project. He also stated that
Chuck Randolph was very interested in helping with the project.
(3) Placing the surveys in appropriate binders for the library. Steve stated thax Ann
Swanson was supportive of this idea as well.

Of the above referenced project ideas everyone seemed to favor #2 the most. Steve Maughan stated
that other community clubs could get involved and help to provide funding support. Caldwell High
School has a video lab. It was considered a good idea to get the high school students involved in the
project.
Steve Maughan said that may be some more money available for the greenbelt or trail areas.
Elaine Leppard stated that there may be some library money that could be allocated to binding the
survey material and/or printing booklets. �
The date of the nezt meeting is the second Thursday of the month, which is April 11, 1996.
The following items were placed on the next month's agenda:
1) Consultant's - 96 Grant
2) Staxus Report on the 96 Grant
3) Caldwell Depot
4) Townsite Committee - booklet
There being no further business the meeting was adjourned at 8:00 p.m.
