Meeting of June 8, 1995
Present: Carol Burbank, Tom Ensley, Dean Finch, Roy Payne, Elaine Carpenter;
Staff: Dennis Crooks, Liz Yeary;
Absent: Elaine Leppert, Steve Maughan, Bill Gigray III
The June 8, meeting of the Historic Preservation Commission was called to order in the Caldwell City
Library Idaho Room at 7:00 p.m. Roy Payne took the Chair in the absence of Steve Maughan.
The first item of business was approval of the Minutes of the May 11, 1995 meeting. Carol Burbank
offered a Motion to approve the Minutes as submitted. Tom Ensley seconded the Motion which
passed unanimously.
The ne item involved a report on the draft nomination of the Caldwell UPRR Depot to the National
Historic Register. Dennis indicated that everything appears to be going well with the nomination.
The nomination will require approval of the UPRR but they have approved such requests in the past.
The Commission discussed options for a 1996 Grant project. The deadline for submitting a final
product is October 1, 1995. In view of the lack of a Planning and Zoning Director the Commission
were advised that a site survey is a relatively easy project. One site never surveyed is Lincoln School '
which is around 50 years old and situated on a significant piece of property in terms of previous
ownership. This ultimately could be included as a National Historic Register nomination. Other sites !
aze the hair stylists building on the corner of Grant and Kimball and the First Christian Church on 9th
Avenue which may be sold or demolished. The former Valley Floral is being changed into a !
restaurant and was the origina.l First Nazarene Church in Caldwell. Duplexes on the north side of
Grant Street between 7th Avenue and Kimball Avenue. Other properties within the area of Kimball,
Grant, 6th and Dearborn might be of interest and could be considered threatened.
Liz will discuss the concept in more detail with Ann Swanson. Carol Burbank offered a Motion to
consider the suggestions for a 1996 Grant project. Dean Finch seconded the Motion which passed
unanimously.
Dennis reported that the National Guard have done most of the work on painting the Depot and will
continue until it is finished. There was more work required than originally anticipated. Charlie
Chadwick had done some preparatory work the week prior.
