Staff• Dennis Crooks, Liz Yeary; Absent: Carol Burbank, Bill Gigray III, Vivian McKay. The August 25, 1994 meeting of the Historic Preservation Commission was called to order in the Caldwell City Library Community Room at 7:00 p.m. Bill Gigray offered a Motion to ', approve the Minutes of the July meeting subject to an amendment reflecting an electrical ' engineer had met with Tom conceming lighting of the Caldwell Depot rather than an architect. Elaine Leppert seconded the Motion which passed unanimously. Steve reported that, along with Dennis, he had met with Ann Swanson, Grant Operations Analyst from the State Historic Preservation Office (SHPO) on August 23, 1994. Steve commented that Ann had been very complunentary concerning the staff support of the Cominission and that the Commission is very fortunate to have such a working relationship. Steve said that Ann felt most of the survey work that we can complete has been done on a neighborhood basis and that it is time to move to a public oriented phase to try and educate people as a result of past surveys. Dennis added that his sense was that SHPO, as a long range goal, would like to see an attempt to form a historic district. Such a district would be small, local and must be residential in nature. Steve commented that he understood that some property owners in the north end area might be interested in forming a historic district. Dennis said that SHPO felt strongiy that getting the Caldwell Train Depot onto the National Historic Register was of paramount importance and would help provide opportunity for funding and assistance to help stabilize and maintain that building. SHP4 would be willing to help find people suitable to pregare such a nomination. HISTORIC PRESERVATION CObIl�IISSION l�nutes Sf25/94 - P.i � � � The next item on the agenda was a review of the draft grant proposal for fiscal year 1995. Dennis indicated that the proposal consists of two parts, the nomination of the Depot to the National Register and the Community Workshop. With some further discussion, Tom Ensley offered a Motion to present the grant request to City Council. Roy Payne seconded the Motion, which passed unanirnously. The next agenda item involved the Commission's community enhancement project and a follow-up idea of "lighting" the depot. Dennis said that Tom and himself visited the Train Depot site early one morning the previous week and had some items of concern. Although not serious, the exterior wood is in need of repainting and the mortar joints between the bricks will eventually need repair. Also, the concrete work azound the perimeter of the building is in bad shape. A major issue is that the City dces not own the building but leases it from the UPRR on a 99 year lease. We need to discover who owns the land and what the City's rights and/or responsibilities are for ma.intenance of the building as well as the land around the depot. We also need to look at the use policy, maintenance, upkeep, and possible restoration. Dennis suggested that the existing miniature lights could be replaced with more '' professional type low voltage lights. Roy suggested contacting Interstate Electric and Tom asked Roy whether he might do that on a personal basis. The Commission felt strongly that there needs to be a use policy for the building including long term goals. The Comrnic.cion also recommended having a work party do some basic maintenance on the building, such as painting and upgrading woodwork. Dennis said that before the next meeting he would compile a list of suggestions and comments from the meeting with SHPO concerning the Community Workshop which he would prepare for the Commission. Next, Liz indicated that SHPO had reviewed and approved the 1994 grant project involving survey work in the Arlington Addition area. The next meeting is scheduled for September 22, 1994 and will be held in the Idaho Room of the Caldwell Public Library.
