(208)455-3006 FAX 455-3003 • Caldwell Depot Facing Seventh Ave. ( 190G) c MINUTES Meeting of July 12, 1994 Present: Steve Maughan, Chairman; Carol Burbank, Bill Gigray III, Elaine Leppert, Roy Payne. Staff: Dennis Crooks, Liz Yeary; Absent: Elaine Carpenter, Tom Ensley, Vivian McKay The July 12, 1994 special meeting of the Historic Preservation Commission was called to order in the City Council Conference Room at 12:00 noon. Steve explained that the purpose of the meeting was to eliminate 4 reconnaissance level sites from the list and select sites for intensive level survey, in connection with the FY 1994 Grant project involving the Arlington Addition. The Cominission had met with the consultant, Susan Stacy on June 23 but since there was not a quorum no decision could be made. Dennis stated that he spoke with Ann Swanson, from the State Historic Preservation Office (SHPO), who indicated that the Comrnission has a number of options. She reminded Dennis that the primary purpose of an intensive level survey is to select a site that can serve as a candidate for future nomination to the National Register of Historic Places (NRHP). In the subject neighborhood there is not the diversity of architectural candidates previously found in other survey azeas. #17, 1521 Arlington, was of interest to the consultant because the house was built immediately following World War II, when building materials were scarce. Post waz era. construction materials were used to construct the building. #17, however, bas been altered structurally. Steve informed the Commission that although #11, 1303 Arlington was a very interesting structure, the lack of infomiation concerning its history and the likelihood of the building disappearing within a few years, made it seem unlikely for intensive level survey. Dennis said that the one that has the most significant azchitectural features is #14, 1423 Arlington, which is a brick house, appazently built by a master craftsman who was a colleague of Dave Dorsey. There is a lot of available infornlation on the building. #19, 1512 Arlington, also a brick house, has been somewhat altered which reduces its potential for Register nomination. HISTORIC PRESERVATION COIvIIvIISSION Minutes 7/12/94 - P.1 � � � , Steve said that the area has a lot of nice clean interesting houses but nothing of sufficient age and quality to make them a good candidate and that 1423 Arlington is the only one that really stands out and exemplifies the best of that neighborhood. Carol Burbank offered a Motion to approve the selection of 1423 Arlington for intensive level, and since there would be only one intensive level site, to retain the 23 other sites for basic reconnaissance. Roy Payne seconded the Motion which passed unanimously. Bill Gigray referred to the budget monies set aside for historic preservation. He suggested reviewing available photographs for enlazgement and display at City Hall, which would give a historic theme and vision for the future. The photographs could be made into an interpretive type display, appropriately framed and labelled. Steve reminded the Commission that Tom Ensley was investigating the possibility of illuminating the Depot. Dennis said that he would contact him and see if he had made any progress. It was the general consensus of the Commission that such a project would be considerably more than $2,50(}.00. Since part of the goal of the Commission is to stimulate interest and education, Bill's sugaestion seemed more achievable. Elaine offered to compile a slide show in the Community Room at the Library on July 28, 1994, of historic photographs and possibly select several alternatives. Dennis reminded the Commission that whaxever is planned for the funds has to be presented and approved by Council. Bill Gigray suggested to seek the advice of an an expert in the field of photographic display. One such expert suggested was Bill Crookham. Another suggestion was to call the SHPO and ask them for guidance. It was a�eed to keep the lighting of the depot project in nund if this does not materialize. Bill Gigray offered the Motion and Carol Burbank seconded. The Motion passed unanimously. With some further discussion, Dennis agreed to talk with Elaine Carpenter about the proposal. With no further business, the meeting adjourned at 12.45 p.m. The next regular meeting will be at the Caldwell Public Library Community Room at 7:00 p.m. on July 28, 1994.
