Meeting of April 28, 1994
Present: Tom Ensley - Vice-Chair, Carol Burbank, Elaine Carpenter, Bill Gigray III, Elaine

The April 28, 1994 meeting of the Historic Preservation Commission was called to order in
the City Council Conference Room at 7 00 p.m.
The Minutes of the meeting of March 24, 1994 were approved as submitted with motion by
Elaine Leppert and seconded by Carol Burbank.
The first item on the agenda involved the FY 1994 Grant project involving the Arlington
Addition. Dennis reported that Susan Stacy accepted to serve as project consultant and will
be commencing reconnaissance level survey work shortly. Susan will make a presentation to
the Commission at the next scheduled meeting and recommend candidates for intensive level
survey.
The next agenda item involved a brief follow-up discussion on the workshop session with the
Townsite Committee. A tirne frame on the concluding report to Council was discussed. A
target date of August/September was agreed upon so as not to conflict with other pending
items having priority such as the Arlington Addition survey project. �
The next item was a review of a draft resolution pertauung to sidewalk reconstruction within
established neighborhoods. There was brief discussion among the group concerning the need
to maintain the pazk strip and recessed sidewalk concept where it has already been
established. The concern was one of proper management of City assets and infiastructure.
The draft resolution was unanimously recornmended to be refened to City Council at a future
convenient date. The Commission also asked Dennis to prepaze a small number of photos or
slides to illustrate some examples.
There was some discussion on the use of "community enhancement" funds. The Caldwell
Depot and the possibility of exterior lighting to enhance the building were discussed. Tom
Ensley indicated that he would follow up on those iterns and come up with some preliminary
design concepts.

�. The next meeting date was also discussed. The fourth Thursday in May was viewed as being
in conflict with local graduations. The Commission voted to cancel this meeting since there
was no urgent business and set the next meeting date for June 23, 1994.
There being no further business the meeting adjourned at 8:35 p.m.
