Absent: Carol Burbank, Elaine Carpenter, Vivian McKay, Steve Maughan; Staff: Dennis Crooks The October 28, 1993 meeting of the Historic Preservation Commission was called to order in the City Council Conference Room at 7:05 p.m. The Minutes of the meetings of August 26 and September 23, 1993 were approved as submitted. The first item on the agenda was a follow-up discussion on the Nampa "Town Hall" meeting. the group reviewed the City Council Resolution which authorized the Commission to investigate the role of a possible historic district in downtown revitalization. There was discussion on a report, fmdings and recommendations to the City Council. A basic outline or format was agreed upon which included the following principal items: purpose of investigation, sununary of presentations, findings in the areas of leadership, interest, the need for a downtown plan, basic infrastructure improvements, the role of Business Tmprovement Districts, and recnutment of funds from a variety of sources. It was further agreed that Dennis and Bill would initially develop and prepare a draft report and present the draft to the Commission at the next meeting. The next item discussed involved sidewalk installation within historic neighborhoods. Bill cited a couple of instances where the park strip sidewalk concept had been abandoned and the sidewalk had been installed next to the curb. The Commission agreed that the park strip sidewalk concept was an essential feature of the Caldwell historic streetscape and that random placement of sidewalks in these areas would adversely affect the streetscape appearance and dramatically change the character of these neighborhoods. A motion was adopted by the Commission directing Bill to prepaze a resolution for submittal to the Engineering Department to contain spec�c standards to honor and maintain the park strip concept when replacing or reconstructing sidewalks in these older residential neighborhoods. The next item on the agenda was the 1994 grant application involving an historic survey of the Arlington Addition area of Caldwell. A date and tirne was set for a group neighborhood field trip (Saturday, November 13 at 10.00 a.m.). The Commission will meet at City Hall and then proceed to the azea in one or two vehicles and begin the process of selecting survey candidates. It was also suggested to do a press release about the Commission's efforts and intent to perform historic survey work in this azea. 1 • • � � Due to holiday conflicts, it was agreed that the next regular meeting of the Historic Preservation Commission would be Thursday, December 9 at 7:00 p.m. Meetings which would nomially occur on November 25 and December 23 were cancelled due to Thanksgiving and Christmas holiday conflicts. With no further business, the meeting was adjourned at 8:30 p.m. With no fi.u�ther discussion, the meeting was adjourned at 9:15 p.m. The next regularly scheduled meeting of the Commission will be December 9, 1993.
