Absent: Carol Burbank, Vivian McKay; Others: Dennis Crooks The August 26, 1993 meeting of the Historic Preservation Commission was called to orde� in the City Council Conference Room at 7:10 p.m. The Minutes of the meeting of June 24, 1993, were approved as submitted. The first item on the agenda involved a status report on the Walking Tour Brochure. I��.d��r�e indicated that a finai proof had been corrected and that the printing should be completed t�� Yh� end of the month. Dennis reported that Caxtons was the selected printer. He also distrit��.ted time sheets for each Commissioner to sign which are to serve as matching in-kind contx�����c�r�.� on the part of the City for the grant funds. Bill Gigray also outlined a brief inethod a�d �f��t��y for distribution of the brochure to the community. The second item on the aoenda. involved correspondence and historic photos sent to the �it� by Mary Harris Balzer of Monterey, California. Mrs. Balze�'s mother resided in Caldwell between 1917-1920 and was a schoolteacher. The photos were reviewed by the �oup and turned aver to Elaine Leppert to house at the Caldwell Library. Madeline then commented on the success of the Oregon Trail Sesquicentennial and ��pre�sed gratitude to all of those who assisted with special thanks to the Fair Board, the City of �d�J�ll and the Parks and Recreation Department. The next item on the agenda involved project selection for the 1994 Grant application� T�F�.c���e indicated that survey work appeared to be the preference of the State Historic Preservation Officer, although other types of projects would probably be acceptable primarily beca�se of Caldwell's excellent u�ack record. A number of different topics and candidates for praject selection were discussed at length by the Commission and included: 1. A historic profile survey of ethnic or farm labor housing. I � � , 2. A second walking tour brochure possibly for the North end historic area where several homes and sites are listed on the National Re;ister of Hia�toric Places. 3. Irrigation and storm drainage projects. 4. Survey of historic buildings and sites for a number of different neighborhoods: a) Arthur Street between Blaine and Main. b) North Caldwell, Cleveland, Dearborn, Everett between lst and �th Avenues. c) Arlington Addition area. After lengthy consideration, the Commission unanunously selected the Arlington Addition ar�� as the project for the 1994 grant application. The Commiccion tentatively outlined a vision for � the project that includes developing a historic context of the neighborhood, including the role of the Fairview Golf Course, Kimball Avenue and the P.E.O House. Reconnaissance level survey of approximately twenty residences, bogs, swampland and storm water retention associated v��ith the golf course and intensive level survey of the outstanding properties most likely to qualify for National Register nomination would be part of the project. The next item on the agenda was a Town Hall Meeting. Bill G a°ray updated the Commission. on the topic "Downtown Nampa's Redevelopment Experience" and the scheduled speakers whi.�h include Kathy Wonderlick (Nampa Downtown Merchants Association), Ken Harward, Stan Ol�on and Larry Bledsae. Organization and promotion were discussed and it was decided to utilize a casual open hous� forum with some simple refreshments and a variety of exhibits representing ongoing Caldwell projects. With no further discussion, the meetino was adjourned at 9:15 p.m. The next regulazly sched�tled. meeting of the Commission will be September 23, 1993.
