Staff: Liz Yeary The September 10, 1992 meeting of the Historic Preservation Commission was called to order in the City Hall Conference Room by Chairman Chuck Randolph at 7:00 p.m. The minutes of the August 6, 1992, meeting were approved. The first item of discussion was the Historic Signs Project. The consensus of the Commission was for a historic marker signboard to be placed at the Oregon Trail Crossing, and signs on the Interstate directing people to historic sites. There was some discussion concerning the possibility of an interpretive center at the site by the old bridge, if an agreement could be reached with the County to deed the land to the City. Madeline Buckendorf reported that any signs provided by the state need to be in areas where there is adequate traffic pull-off area and is close to a state highway. Ms Buckendorf agreed to explore further with Larry Jones some possible sites and the relationship to state highways , and get back to Bill Gigray with specifics. The possibility of marking such places as the site of the assassination of Steunenberg was raised. One suggestion was placing markers into the sidewalk or erecting a monument on the sidewalk. Dennis Crooks commented that there are CDBG grants available for such projects, and to include such a request with a sidewalk upgrade program would stand a better chance of being accepted. Staff will discuss this with Teri Ottens. Dennis Crooks felt there is a need to desi a historic si lan and he volunteered to talk 8n � P to Sherri Freeinuth about this. Staff will contact Don Watts at SHPO to find out any information he has. Discussion was held regarding the placement of signs on existing National Register buildings. The historic sigiuficance of the Blai.ne/Kimball park area was raised, with particular reference to a water wheel. MINUTES - HISTORIC PRESERVATION COMIVIISSION September 10, 1992 - P.1 / r � ` � � • : Madeline Buckendorf then reported that she has applied for an IHC grant to prepare an interpretive brochure on the Oregon Trail through Caldwell, which will include excerpts from diaries and maps. A portion of the project will include public lectures. The Commission as a whole felt the need to obtain a historic preservation budget to undertake historic preservation projects. It was agreed that the main agenda item for October would discuss a time line for the downtown historic district hearing, who to invite, what kind of budget etc. Don Watts at SHPO is very knowledgeable and other cities who have gone through the process are Lewiston, Pocatello and Boise, who would be good sources of information, in addition to Joe Stubblefield who participated in the R/UDAT. In designating a historic district the city would need to install a Design Review Board which could be a subcommittee of the Historic Preservation Commission. The next item was the FY93 Grant Proposal prepared by Jim Blizzard. The Commission felt that a proposed tour should include Blaine and Arthur, the area of Lincoln School, the Sebree home, and the church at Linden and Indiana which used to be part of the entertainment pavilion at Lake Lowell. It was suggested that Commissioners should bring in samples of a self-guided tour. Dennis Crooks moved and Madeline Buckendorf seconded a motion to approve the proposal, adding wording that both the Chamber of Commerce and the Library have approached the Commission about this project and will disseminate literature produced. The Commission felt that in demonstrating community support in the application the grant might have a better chance of being accepted. The Commission also decided that further survey work on more properties would not be necessary and would involve too much time and expense for a proposal of this nature. It would be worth discovering what we have surveyed, what SHPO have on file on National Register properties and what we have got. This could be incorporated into a chart for easy reference. If we could get some of the work done before the consultant arrives this might help speed the process. The Commission agreed that the Chairman should discuss the final proposal with the Director before forwarding it to the State Office. Dennis Crooks added a comment that enhancement funds are available through the Surface Transportation Act which the City might apply for. There being no further business, the meeting adjourned.
