HI5'I'(7FtTC; PR���RVATIc�N C�MMI�III���UI� MINUTES �I Meeting of October 3. 1991 � Present: Chairman Chuck Randolph, Carol Burbank, Madeline Buckendorf, Tom En�ley, Bill Gigray III, Art Honey, Nathelle Oates, Dennis Crooks, and City Council representative Elaine Carpenter. The October 3. 19�1 meeting of the Historic Preservation Commission was called to order in the City Hall ConferencE Room by Chairman Chuck Randolph at 7:10 p.m. Minutes from the Sept�mber 12, 1991 rneeting were distributed �nd approved unanimously as submitted. 'The first itEm on the agenda involved the consideration of a v�riety of sites for nomin�tion to the Nation�l Historir. Regi�ter in connection with the 1932 grant application. Eight candidates, all of which were subjects of an intensive historic site survey, were given c:onsideration. Reaearch materials and photographs were distributed among the Commission members. 1lfter considerable discussion and deliberation, it was decided that three final candidates would be selected and forwarded to State Historian, Elizabeth Egleston, for additional input. The conGern of the Commission was that the final selection should be the aite most likely to be included on the National �iistoric Re_qister and that the State Historian would be the appropriate source for such an evaluation. T'he three final sites were selectPd as follows: a) 1�23 Cleveland Blvd. - b) 1304 Cleveland Hlvd. c) 1615 Cleveland Blvd. llennis Crooks indicated he would pass the information along to Elizabeth Egleston and request her attendance �nd recommendation at either the Commission's November or December meeting. Next, the Commission reviewed sazne of the recommendations contained in the IZ/UDA'I' study. Chairman Randolph commented that the study confirmed the prestige of the are�s already being studied by the Historic Preservation Commission. Furthermore, the �tudy suggested that the Commission begin looking into the possibility of forming local historic districts. 'There was extensive di�cussion regarding the concept of local historic districts. Dennis Crooks reminded the Commissi�n that th� Idaho State Code requires some form of design review in connection with the formation of a local historic district and that the Commission should prepare itself to move into such a role. Dennis further indicatpd that the prevalEnt philosophy of the community and of the Commission concerning design rEVi�w appears to be one of achieving harmony and campatibility of deaign r�ther than mandating a replication of periad architecture. �11so, it was stated that p�rhaps the Commission's enabling ordinance . should be reviewed and possibly revised in order that this pur�po�e and objective can be more cl�arly stated. 'I'he next item on the agenda was the presentation of the land use survey involving th� area generally between Clevelanci Boulevard, Oregon Stre`et, College �venue and Thirteenth Avenue. 1'his area contains a number of significant and historic residences. � Furthermore, the land use survey revealed that this area has an established development pattern that is 959b single family residential. It was the consensus of the Commission that such data supports the consideration of an amendment to the Comprehensive Plan and eventual zone change. Ttiere was some final di�cussion on the hi�toric t�orse trough and Dennis was directed to contact Bill Schwind to find out the status on this item.
