Meeting of October 4, 1990
The meeting of the Historic PYeservation Commission of October 4,
1990, was called to order in the City Hall Conference Room by
Chairman Chuck Randolph at 7:05 p.m.
Present: Chairman Chuck Randolph, Bill Gigray III, Madeline
Huck�ndorf, Nathelle Oates, Sylvia Robison, Der.nis Crooks.
Minutes as distribut�d for the meeting of September 6, 1990, were •
discusse�. Bill G;gray III moved to approve the minutes. The
motion was seconded by Sylvia Robison and the minutes were
unanimously approved as submitted.
The first item on the agenda invoived the 1941 Hi'storic Survey
Grant Application. Dennis reported en this item, indicating that
the grant application was submitted to the State Historic
Preservatian �ffice by Lhe Cc�ob�r 1, 1990 deadline. Dennis
distributed copies or the applicatior and provided a brief
overview of the project description, that is, a continuation of
selected residential historic site survey along the C?eveland
Boulevard corridor. Dennis further indicated that there is
generally a� to 6 week pericd to amend the application in case
there are deticiencies before final acceptance by the St3ts
Hist�ric Uffice.
Ti!e distribution and re�iiew of the application �reci�itated a
num�er of comments. Madeline Buckendorf suggested that residents
and propert�r owners in the study ar2a be invit�d to attend the
hist�r:.c consultant's rinal �r��sentstion and summary of iindings
'ta the Commission.
Bill Gigray e:cpressed concQrns with the infrastructure within
the study �rea and cited the *act that m3ny curbs, gutters and
sidewalks were in a state et disrepair. There was s��me ensuing
ciiscussion ot gossible means a^d methods of funding some type �f
improvem�nt program such as :�lock Grant run�s ar.d Redevelopment
Funds ar an �.I.D. Dan Wat�s, frorn the State Hist�ric Oftice,
was mentioned as a possible contact person.
Nathelle Oates sug�ested that the Presiey House, whicn was moved
from c�leveland 3ou?evard t�� a site at the c�rner of Cc�llege and
Oa�, be inciuded in the study.
T'rere was also some genera.i discussic�n on the scope and magnitude
ef the pro.Ject, the emphasis of � neighborhood context or �heme
and to what extent the c�nsultant r�ictht be able to fulfill the
ciesir�s and exaectations or �he Commission, given the Iimited
amount c�f time and resources. Other possible labor scurces wer�
dlscussed such as community organizations, including the schools
and scouts.
The next item an the agenda was a�riet slidil presentation
provided by Dennis on the hist��ric builCincts of Goslar, GermanY�
�
The meeting conc�ded with a discussion o• the update of the
City's Cornpreher.sive Plan and the objective of including an
' nistoric component to the City's plan. Dennis recommended that
this item be placed on the agenda for next month's meeting.
Further, it was indicated that maps and other materials would be
provided in order that the Commission may begin this task.
With no further business, the meeting was adjourned at 8:30 p.m.
