� The meeting of the Historic Pr�servation Cor.v*nis�ion of �zpt�m.be:
b, 1�90, was called to order in the Citv Hall Confer�nce Recm i�y
Ch�irman Chuck Randolph a� 7:10 p.m.
Present: Chairman Chuck Randolph, Tom Ensley, Nathelle Oates,
Art Honey, Sylvi� Robison a:�d Dennis Crooks.
Minutes, as distributed ror the mesting or lugust 2,1990, were
discussed. Sylvia Robison moved to approve tne minutes. The
motion was secended by Tom Ensley and the minutes were
unanimously approved as submitted.
The rirst item of business involved an update on the second phase
survey of historic properties. Dennis reported tnat the
consultant had finished and submitted the intensive level survey
material tor the four selec�ed sites. Dennis also i:ndica�ed ±hat
the completed phase two site survey was delivered to the State
Historic Preserv�tion Office in advance of the August 32st
de3dline. �nt�nsive level survey mat�rial, along w�t� a
completed pro�ect overview and maps, were tiistributeci �or the
revi�w of the Cammission members. A motion to acce�t �he
ir.tensive level surve� work w��s made by Tom Ensley and seconded
by Art Honey. T?Ze m,otion passed unanzmously. There w3s some
additional discussion concerning the inability of the cor.su?tant
to appear before the Commission, present the m�terial and respond
to questions. Chairman Randolqh recomm�nded that, in the r"u�ure,
the ability to interview a consul�ant shouid be a high :,ri�ri�y
and made pa: of the contract.

After some discussior. about possible pro�ec�s, the Cor:z.TM:ission
agreed that a ccntinu�tion of the survey or historic properties
with a slightly dirferent perspective was appropria:.e. New
concepts and themes, such as "neighborhood" and "corridor" were
discussed. The ��ommission conc?uded that the 1991 surve}r would
focus on ���eve?and Boulevara, betwe�n Indiana Avenue and ':en�h

sites. A phase two study rrom Simplo* Boulevard to Tent~ Avenue
could �o?:ew. The censensus or the ��omm��sion was to direct
Dennis ar:c Chairman ?�ndolph tc begin p:eparing �he grant
application with this objective :n minci.
A��itienaily, oth�r items discussed included a status :eport or.
the Compreher.sive �'l�xn update and the Depot. Chairman Randolph
concludeci �he meeting with comments and ob�ervations concerninct
th� need �or education�l rr.aterials and pro�osals to su�plernent
and enhance t�,� role and tunction of the Hlstoric Preszrvation
Commission rnembers. (Note: Followin� the rneetin�, �ennis
confirmed with the Grants Mana�er, Ann Swunson, that thz State
Historic Preservution Conference wi11 be held a� Coeur c�' ?�le:�e
in the Spring or 1991. No specitic date has be�n selec�e�.;
