HISTORIC PRESERVATION COMMISSION MINUTES
Meetings of February 10, 1990 and March 6. 1990
The meeting of February 10, 1990 was called to order in the City
Hall parkinq lot by the Chairman Chuck Randolph at 9:15 a.m.
Present were: Tom Ensley, Nathelle Oates, Art Honey, Sylvia
Robison, Hill Gigray III, Teri Brandt and Dennis Crooks.
The purpose of the meeting was to conduct a tour and group field
trip of the historic survey area and to help in the selection of �
the final 25 historic site survey candidates. Marqaret Langdon
from the Canyon County Organization on Aging arranged for
transportation and provided use of the City's senior passenger
Van.
The group toured the survey area and discussed various historic
sites for approximately two hours. Based on the discussion of
the Commission, Chairman Randolph indicated he would prepare a
"final" list of 25 sites and submit them to Dennis for
distribution.
As there was no further business, the meetina adiourned at 11:00
a.m.
The meeting of March 6, 1990 was called to order in the City Hall
Council Chambers by Chairman Chuck Randolph at 5:05 p.m. Preser�t
were: Nathelle Oates, Art Honey, Teri Brandt, Dennis Crooks, Tom
Wheeler and Ken Swanson, State Museum Director.
The main purpose of the meetinq was to welcome a short address
and discussion presented by Ken Swanson regarding the Union
Pacific Train Depot and the potential use of this facility as a
museum. Mr. Swanson provided both a philosophical and pragmatic
overview of museum operations. Topics discussed included private
vs. public collections, type of organization/ownership, type of
displays, costs, security, fencing and other items. Mr. Swanson
also suggested a list of readinp material which included:

b) Help For The Small Museum by Armenta Neal
c) A Lectal Primer On Manaqinq Museum Collections, by
Malano
Also, the cities of Cambridge and Wallis were identified as
having good small museums and worth visiting.
After this introduction, a brief tour and inspection ot the Train
Depot was performed. The group reconvened at the Couricil
Chambers to discuss start-up costs, improvements and necessary
items to commence openina of such a facilit_y to the public. Teri
Brandt indicated that she would prepare cietailed lists of the
possible extent of improvements needed for future distribution ta
the Commission membership.

Dennis Crooks followed with an update on the phase two bid `�

proposal and project documents. A total of 14 Architectural
History Consultants were sent material packets and invited to i
apply for the project research assictnment for the City of f
Caldwell. Five responses have been received. Three consultants ;
indicated interest in doing the work; two consultants declined to ;
apply due to current work and schedule conflicts. Dennis �
indicated that.,he would continue to accept responses until t4arch
15. After that date, he would compile a list of the prospective
applicants and forward them to the Commission members well in
advance of the next scheduled meeting of April 5, 1990. ,
As there was no further busine�s, the rneetin� was adiourned ta '
April 5, 1990 at 7:00 p.m. in the City Council Chambers. ,
