HISTORIC PRESERVATION CONMISSION MINUTES
January li. 1990
The meeting was called to order at 7:00 p.m. in the City Hall
conference room by the Chairman, Tom Ensley. Present were:
Nathelle Oates, Chuck Randolph, Dennis Crooks and City Council
representative Bob Jarboe. Absent were Art Honey, Teri Brandt
and City Council representative Chuck Houchins.
Minutes from the December 7, 1989 meeting were distributed.
Chairman Tom Ensley opened the meeting by welcoming Council
representative Bob Jarboe to the Nistoric Preservation Commission
and provided Councilman Jarboe with a summary of the Commission's
current work tasks and objectives. Chairman Ensley then provided
an overview of the listed agenda items and reminded the
Commission of the precise time frame agreed upon to accomplish
the historical survey. Of immediate concern was the � need to
refine and update the request for proposal and bid solicitation
documents. Dennis Crooks was asked to prepare a draft updated
request for proposal and supplementary bid documents which in
turn would be presented to the State Historic Preservation Office
for their review and approval.
The next item on the agenda was the election of officers. Chuck
Randolph, by unanimous vote, was elected Chairman. It was also
recommended that Dennis Crooks be appointed as secretary to the
Historical Comtnission. Dennis was directed to forward that
recommendation to the Mayor for confirmation.
Next on the agenda was the refinement of the volunteer survey.
There was discussion about the final 25 candidates, concerning
some possible inadequacies in the volunteer survey. It was the
general consensus of the Commission that more thought and perhaps
a more refined criteria should be considered in selectinq the
final 25 survey sites. Also, there was a general sense of
frustration that many sites of significance had been left off the
list. Ultimately, it was agreed that there was not an immediate
urgency to tinalize the survey list at this time. Further, it
was recommended that the Commi9sion arrange for a group survey
and field trip of the entire �urvey area.
Additional di�cus�ion followed on the development of bid
documents for consultants. An updated list of consultants was to
be obtained from the State Historic Preservation Office. Dennis
Crooks agreed to make contact with the Office and obtain an
updated list. There was also some di�cussion at thi� time
concerning the ultimate goals and objectives of the historic �
survey. Chairman Rendolph identified the need to further
publicize the historic survey data and to somehow make direct
contact with residente and property owners of the specific survey

9ite9. It ia hopeful that thia expanded knowledge and awareness
will serve as an incentive to preserve the historic character and
quality of architecture present on these sites.
The next item on the agenda was the question of the commission
membership vacancies. A brief discu�sion and overview of the
Commission by-laws was given by Tom Ensley and Chairman Randolph
and the need� to maintain a representative makeup on the
Commission. It was agreed that someone with a legal background
would be beneficial to the group. Atter further discussion, it
was agreed that Chairman Randolph would contact Bill Gigray and
Sylvia Robison to see if they were interested in serving on the
Commission. If interested, Dennis Crooks will, in turn, contact
the Mayor to confirm these appointments.
A general discussion period followed. Chairman Randolph
indicated a'concern with respect to duplication of historical
site survey work with other community members and groups and
recommended contact and cooperative interaction with other
sources of h°istorical information. Additionally, concerns
regarding the need to refine and narrow site selection criteria
were reiterated. Certain properties were identified that may
warrant additional consideration as historic site candidates and
included Washinqton School and the Simplot Apartments.
As there was no further business, the meeting adjourned at 9:10
p.m. to Thursday, Eebruary lst, 1990.
