HomeMy WebLinkAbout2-2-1989 CHPC MINUTES M 4 f , � � / HISTORIC PRESERVATION COMMISSION MINUTES February 2, 1989 The meeting was called to order at 7:0d p.m. by Chairman Tom Ensley in the City Hall conference room. Present were Chuck Randolph, Art Honey, Sylvia Robison, Nathelle Oates, Greg Lovan and Teri Brandt. Approval of minutes: It was moved by Chuck Randolph and seconded by Nathelle 0ates to approve the minutes of the January 5, 1989, meeting as written. Motion carried. First item of business was a report to Commission members on the status of the grant. Tom stated that the boundaries of the grant area have been scaled back from the original City-wide plan to a section of town north of the railroad tracks, southerly of Canyon Hill, and lying generally between the Boise River and 21st Avenue and westerly of N. Illinois Avenue. This was done because the State Historic Preservation Office recommended a better-defined project. Since the oldest section of town is around the railroad tracks, this seemed like a good starting place and is the area wher2 the Historic Commission teams have done the most preliminary work (that can be located). The grant can be used to complete this first phase of the inventory of historic properties in Caldwell and another grant or grants may be sought in subsequent years to include other sections of town. The next step is to write up proposals to send out to interested historic/architect consultants and to secure one to do the project. The time period during which the work is to be completed is April 1 to Juiy 31, 1989. " Next item was a discussion on the Caldwell Development Group's progress regarding downtown development. It was reported they are receiving applications to hire a full-time director and hope to have one selected in the near future. The Chairman informed Commission members that he was very impressed with the goals which the Commission established for 1989. Implementation procedures were outlined as follows: 1. Coordinate with other agencies and groups (College of Idaho, oral history, etc.) regarding historic preservation activities: Ongoing. 2. Develop a walking tour with the help of the College of Idaho: There should be quite a bit of information available to help with the walking tour as the Historic Preservation Commission put one together for the 1983 Centennial. Strategy would be to select the historic sites, evaluate the material which is already available, supplement that information where needed, and publish a brochure with illustrations. 1 f ✓ • r � • • 3. Use the classroom as a kickoff for the Centennial to get the students and their parents involved: Chuck Randolph will look into this. 4. Firm up grant specifics and hire consultant to complete survey of historic properties: In progress. 5. Contact the College of Idaho for involvement in research with the consultant: In progress. 6. Participate in Comprehensive Plan update: Meetings will be scheduled through the Planning and Zoning Department. 7. Update membership roster: Completed. There was some discussion about acquiring some of the old-style street lights for the downtown area. The City Engineer has indicated a mold could be fabricated by a local industrial metal firm and we might be able to make similar lights to fit in with streetscape plans. It was suggested that local service clubs and individuals might be willing to purchase a street light and finance its placement in the downtown.
