Call to Order by Chair Elaine Carpenter .,:.;� II. Roll Call Present: Roll Call Present: Elaine Carpenter Chairman, Lorene Oates, Jan Boles, Steve Maughan, Chuck Randolph, Anita Shore, and City Staff Brian Billingsley, David Richey and City Council Liaison, Rick Wells. Absent: Gina Lujack and Elaine Leppert. III Approval of Agenda Amended by adding, License Plate Funding under New Business, Project for Community Development under New Business, Photos of houses under New Business, and AARP report under For the Good of the Commission. Motion to approve Anita Shore. Second Lorene Oates. Motion Passed. IV. Approval of Minutes - Motion to approve - Chuck Randolph, Second Lorene Oates. I Motion Passed. V. Certificate of Appropriateness Interview - None VI. Audience Participation - None VII. Actions Since Last Meeting Elaine C reported that Jill Transtrom is interested in doing a �I • book on the houses in the District. She wanted our endorsement. There was a consensus of opinion that we did not want to become involved, as we would not know what she might print. Meeting with Dan Everhart & Denny Cannon/Tom Carr bridges - Elaine C reported that Dan Everhart of Idaho Transportation Department has met with Denny Cannon to discuss the Bridge Railings on Indian Creek. It appears Denny is committed to the preservation of some of these historic railings and using them in the Indian Creek Project. Tom Carr ' was the designer/architect/builder of the bridges. The family has some material they ', might share with ITD. There are a total of eleven bridges and the one on 21 st Street is I scheduled to be removed. Meeting with Dan Everhart & Trish Cannaday/Downtown Building Chuck R reported � that they did a walk around to see the Historic Buildings in downtown Caldwell. � Madeline Buckendorf has done a report on these buildings. The ones that Trish felt were to far gone was the old Lodge Motor Inn and the bar across the alley from where the old Saratoga was. There were only two buildings that she felt were historic, which were not on Madeline's report. She suggested it is important to protect the Masonic Building. III. Old Business 1. Progress on CIG Oregon Trail Project/ funding - Elaine C reported that the Federal • funding has not been released as expected. We have not stopped the Consultant on this project, as he his near tinish. � . , �. • 2. The Hat/meeting with Gaetna Pace, Fred Walters, Dr. Hoover - Jan B reported that in late January, Fred Walters from Idaho Heritage Trust come over and looked at the Hat. Our original application for funding is six or seven years old. He looked at it from the ground up. There is a concrete bench which is leaning up against the bricks and is breaking them apart. He estimated the cost to repair it now would be between $25,000 and #30,000, Jan has met with Dr. Hoover, the President of the College, who said that most of the cost would be for labor. Maybe, we can get a Trade Union to donate the labor for publicity. Derrick Morris is the new Physical Plant Manager at the College. It was suggested that maybe, it is time to ask the College for some assistance on this project. It was mentioned that maybe it was time to let our donors know the situation. It would be nice to have the consulting engineer's input before we do anything. How much of a restoration do we want to tackle? Lorene O suggested we go through the alumni Directory for assistance. Steve M will speak to Jack Lumley for his advice. Steve suggested we take this as a rolling project. Take the funding we now have and get started. Jan will check with Keith Jones, an engineer, for his input. 3. Ordinance Update - Brian spoke to the Mayor, who feels we should have another Work Shop, preferably in March. Lorene said the Application is basically ready to go. Brian will let us know when we can have the Work Shop. 4. New Members for Commission Chuck has not had a chance to talk to Eileen. Rick • Lancaster might be interested, but he would have a work schedule problem. '� 5. Press release Steinhaus/Steunenburg - Elaine L., Lorene Rolled to next meeting. IX. NEW BUSINESS 1. Take Pride in Idaho Awaxd - Ann Swanson has suggested that we nominate the Depot project for this award. Nominations need to be in by April 20. Elaine C will ask Debbie Geyer to write a narrative. 2. Materials for downtown survey for the Army Corps - Madeline did this. Can we get a copy? It has been sent to Caldwell. Question arose as to where this material should reside. We feel it should be left at the Library. 3. Bridge - Boise River - Rick brought a 1939 era picture of the Trolley. He also brought an article about a 909 foot bridge in Weiser that needs to be moved. The pylons are still in the Boise River from an old bridge. He thought this might be a good site for the old Weiser Bridge. It would connect the Greenbelt, Curtis Park and go well with our Oregon Trail Project 4. License Plate Funding - Jan reported that in the past the Idaho Heritage Trust has received $1 each from the organization that makes the Idaho License Plates. Jan B has written a letter on behalf of the Albertson College of Idaho supporting the Idaho Heritage Trust. f � • � � • . 'r � • 5. There was a brief discussion regarding the Curb & Gutter project. The Idaho Transportation Department has decided that this is a must do project. It has been submitted for re-bid. X. For the Good of the Commission - Brian B said that the web site is coming along and if we have a project, let him know. Chuck R shared a recent article from AARP titled "When History Blocks Home Access". The people they feel are being "victimized" are the handicapped and the elderly. Our commission dos not intend to prevent a needed ramp, however we need to have a means to assure that when the ramp is no longer needed, it be removed. i XI.
