Call to Order, Declaration of a Quorum. Called to Order at 6:05 PM by Chair Elaine Carpenter II. Roll Call Present: Elaine Carpenter Chairman, Chuck Randolph,' fan Boles, Anita Shore, Lorene Oates, Gina Lujack, City Staff Brian Billingsley, Dave Richie`and City Council Liaison, Rick Wells. � Absent: Steve Maughan, Elaine Leppert. III Approval of Agenda. Delete VI Code Enforcement, Delete #5 Depot Brick Project under Old Business and add Cedar roof on house located at 1808 Cleveland. Motion to approve as amended Anita S., Second Gina L. Motion passed. �. �� IV. Approval of Minutes Spelling correction IX New Business Item #2 should read Chuck R recommended we continue at least". Motion to approve as corrected Jan B., second Lorene O. Motion passed. V. Certificate of Appropriateness Interview NONE • VI. Audience Participation - Lane Bowen 1819 Washington owns the house at 1304 Cleveland. He had some questions. He wants to maintain this as a house - not an apartment complex. Chuck explained to him that there were two houses recently on Blaine with rooms for rent. We ask Brian if this is legal. These projects were quickly slowed down; but this is not to say it won't come up again. We feel our big problem at this moment is code enforcement. Chuck and a few of his neighbors have started calling in to 'the police department when they see code violations. We have been trying to get answers concerning the planned curb and gutter plans for Blaine and Cleveland. Elaine explained that since the District was formed we have seen many upgrades in the District, but that Blaine Street is struggling. We have tried to form a Home Owners Association, with little success. Lane said he thought there should be houses on these two streets which appeared as houses but in fact were small businesses. Gina explained that the downtown district was designed for businesses. Elaine C explained that our intent was to maintain this as a residential area. Again, our issue at this time is code enforcement. VII. Actions Since Last Meeting Roof C of A- Chuck has approved a roof replacement in the 1900b1ock between Dearborn and Everett Street. This is to be architectural shingles and was easy to approve. Depot Dedication - Chuck reported, the turn out for this event was great. He told us about the plaque to honor Tom Ensley, which will be placed in the Depot. III. Old Business • l. Historic District Signage Chuck R. The report is the same as last month. r .�� . , ��. T, � � , 2 Rails and Curbs - In Steve's absence Chuck spoke about the e-mails which have �een exchanged. It looks like about 12" to 18" of track will have to be cut off. The State does ' � not have funding to salvage these, so they will probably be destroyed. They will then need to be removed from our "Walking Tour". Steve thought we could get volunteer help to remove them. The State felt they were put in as a display and not original - even so they have been in well over 50 years and are therefore historic. The Bids were well over budget and will need to be rebid. There is a small area, about 1%2 block on Cleveland that the old irrigation ditch backs up to the curb. Rick explained the plans to change the project. Jan brought up the question of the Hat. Is it going to have to be moved and if so should we repair iti'before it is moved? Chuck thought Steve felt he could get volunteers to move the tracks. This item is continued to the future. 3 Ordinance Update - Jan B/Chuck R/Elaine C. They have met and went over the ordinance sentence by sentence. If we can get in sync, we could go on to public meetings, etc. Elaine ask Brian to get copies to Diane Kushlan. 4 The Hat - Gina reported that the check has been turned over for'this project. We have publicity photos. The money is at the City in a dedicated fund. The total we have is $4600. $2000 from Idaho Preservation Trust, $2000 from the Caldwell Board of Realtcirs and $600 from the Half Century Society at he College. Jan B will serve as project manager on this project. 5. Cedar roof on house at 1808 Cleveland.. Chuck will try again to contact John Slovick to try to persuade him to salvage the cedar shingles by oiling them instead of replacing them. IX. NEW BUSINESS • 1 CHPC Website - Brian B. - There is good news and there is bad news. The good news is he is now fully staffed. The bad news is none of them have any web experience. Brian ask for any one with web experience or if we knew of anyone who could train his staff. X For the Good of the Commission Albany, OR info - Jan B passed around photos from Albany Oregon historic homes. Rick showed us the original 1905 blue prints of the old City Hall. In 1945 part of the steeple was removed. In 1956 it was remodeled. Rick has had the blue prints copied to save the originals from too much handling. The copies are not very clear, but will save the originals. There is now a question as to where the new City Hall should be built. The City has paid Lel."and Group from Portland to do a study on the building site. , Brian B said the US Department of Interior is asking for a report of our doings for the past year. Elaine C will get together with Elaine L to try to fill out the form. Letterhead There was a discussion on the revision of our letterhead. Suggestions were made. Everyone felt it would be nice to have a water mark of the o1d City Hall on the letterhead. Elaine C will take this and experiment with it and bring it back to the committee. Adjournment.
