I.. Call to Order
Roll Call Present: Elaine Carpenter Chairman, Chuck Randolph, Elaine Leppert, Jan
Boles, Anita Shore, Lorene Oates, Steve Maughan, and City Staff Brian Billingsley
Absent: Tom Ensley, Gina Lujack and City Council Liaison, Rick Wells. :

III. Approval of Minutes Jan moved we dispense with the reading of the',minutes. Chuck ''�
seconded. Motion passed. I
IV. Certificate of Appropriateness Interview '�,
Terry Threewit, 1814 Dearborn, New garage. All participants were sworn in. ',
Terry explained their project. Their garage recently burned down and they wish to build a new !��
garage and add a drive through carport. The garage will be on a new foundation and larger than �,
the previous garage. Jan ask if the driveway in the drawings is the existing driveway. The ',
answer is yes. Chuck commented on how nice the drawings are. They are very helpful. He ask ,
about set backs. Terry said they will be willing to meet the City's set back requirements. The '�,
� garage will be detached. The carport would be attached to the house, but would still meet any set '
back requirements The roof would match the house. Chuck moved we approve the application.
Jan seconded. He did ask if in the past there were any other attachments to the house. Terry said
he thought in the past there were probably apartments in the house. There was a steel stairway
on the outside that led to a door on the second story. There were no public comments. Motion
passed.
Christian Science Academy, 623 South 16th AV. New windows and trim. Sam
Mitchell spoke on behalf of the Church. He reported that the amber glass in the windows is no
longer available. The planned upgrade would replace the single paned windows with double
pane windows. They would like to cover the white trim on the outside of the building with
similar color and shape siding along the roof line, around the windows and doors. Their
carpenters have told them that they could not give an estimate to replace the existing wood.
They suggested that it should be wrapped rather than removed. This would not ,disturb the bricks
when the wood was removed because the mortar between some of the bricks needs to be
reinforced. If they wrap the wood and then fill in the areas of mortar loss they could preserve the
integrity of the building. The color of the trim would remain white. They would like to shorten
the rain gutters to cover only the entrance over the sidewalk. They can do the round window as
existing. They have replaced the roof and doors. Elaine C ask about the profiles on the proposed
metal siding. Sam felt the textured siding appeared more like wood. Chuck felt the doors looked
very appropriate. He was concerned about the windows, he did not want to lose the paned
appearance. He said he liked the wood grained panels but was unsure about the lapped look.

Sam did not think th�y could replicate the paneled look under the windows. Elaine L ask if they
would consider using wood under the windows to maintain the present appearance. Part of the
• wood is salvageable and part is deteriorated. .Sam said it would be four to six weeks to get the
windows once they were ordered. Chuck R moved we approve the windows , the gable end
finish , save the venting and the partial removal of the rain gutters. Lorene s�conded. Motion
passed. They are advised to come back later with a more specific plan for under the windows.
Chuck volunteered to act as an advisor if needed.
VI. Audience Participation - Presentation by Dan Everhardt of the Idaho Transportation
Department. Dan spoke to us regarding a project of the Idaho Transportation Department which
will affect the bridges over Indian Creek on llth AV and 21st ST. The system project must
comply with Idaho State law regarding Historic Preservation. The bridge on 21 st is eligible for
the National Historic Register, even though it is not on it. 21 st will eventually be widened to
four lanes. The current railing does not meet code, therefore they cannot set it aside and then
reinstall after the bridge has been rebuilt. He had a few suggestions regarding the bridges over
Indian Creek. 1) Have the 21 st Avenue Bridge documented. 2) A survey and inventary of all
13 bridges and a narrative 3) Remove railing at 21st and llth and incorporate them into the
Indian Creek revitalization with Interpretive signs about the rails, We would need Denny
Cannon, head of the Indian Creek Revitalization, to approve this. Here was a question of
funding. Who would bear the cost of this project? Dan felt ITD would prefer the City share
some of the expense. He was encouraging us to replace the wooden balustrades as needed.
Elaine L moved we support this in any way we can. Chuck R seconded. Motion passed
� Scott Truksa would like to redo some windows in his house at 1815 Everett. He wanted to know
what his requirements would be and was seeking advice on keeping the single pane look and
style. Also, he has some windows that are awkward in appear to be basement windows installed
high. He would like suggestions on changing these.
Mussers want to install a new door at the house on Dearborn. This doesn't require a building
permit. We would like to be able to make suggestion regarding design. Elaine C ask if Chuck R
could meet with them to advise as this is not on our ordinance at this time.
VII. Actions Since Last Meeting Chuck R and Jan B attended the Board of Realtors
meeting. We were assured of funds for the "Hat Project". The Board of Realtors have written a
check for $2000 to match the Idaho Heritage Trust $2000.

Scheduled for October 2 just prior to the City Council meeting. Elaine C encouraged everyone
� to attend. �
6 Fences Examples for Jan to Photograph - Everyone is to find examples of ,
good and bad fences.
IX. NEW BUSINESS
1 CLG Training for Next Year - Elaine C. Our funding is fairly well
committed. Maybe our $500 we usually set aside for attendance could be used for this. Jan
moved we donate the $500 usually allocated for attendance be donated. Anita seconded Motion
passed.
2 Letter from Debbie Geyer to Idaho Transportation Department. Letter
regarding signage to direct motorists to Downtown Caldwell was passed out to the members.
