V. Certificate of Appropriateness Interview
Mike & Donna McKinney, 1520 Dearborn Street (addition, windows, landscaping features). �,
Steven McKinney was here to represent his parents, Mike and Donna McKinney. He was sworn
in. Even though we do not have a letter of authorization for him, Chuck R recommended in the
interest of helping the McKinneys we ask questions, but withhold a recommendation until we
• can obtain the information from the McKinneys. Steven said the only thing that would proceed ;
would be the fence and as Chuck stated, our ordinance as written does not cover fences.
However, the fence as it appears in the drawing is very time period appropriate. Chuck asked
about the garage gable end and the pergola. Steven stated the glass to the patio is to be a glass
slider. The proposed garage is to match the roof line of the house, the siding and the roofing
would match the house. Audience was ask if they have any questions. No. Elaine explained to �
Steven that the McKinneys need to appear in person at the next meeting. Chuck volunteered to
meet with them when they get back to help expedite. They can, also, meet with Brian at the
City.
VI. Audience Participation Louise Rhoades 1207 Blaine, explained the need for a new roof
on her home. She would like to put on a metal roof, as it would be considerably cheaper. The
house presently has cedar shingles which are coming off. The house has aluminum siding, so it is
not in historic shape. A metal roof would be $1500.00 cheaper. Elaine explained that it is
against our ordinance to allow metal roofs. She explained the value of the house would increase
considerably more with an appropriate roo£ Louise ask about the time frame. She would have
to come back for a Certificate of Appropriateness. Chuck volunteered to work with her and
Brian to help expedite the process. She will call and make an appointment with Brian. She will
need to obtain a building permit. Jan B moved and Gina L seconded that Chuck and Brian meet
with her to finish the application so she can get a building permit and proceed before the weather
changes.

VII. Actions Since Last Meeting Chuck R reported that he met with the Warwicks regarding
their ��vinddws. They are going to change the stain glass window that we were trying to
encourage them to leave. They have agreed to save it and hang it behind the new glass. He
• explained the other windows have a double hung look.
VIII. Old Business
1. Ordinance Review Workshop and determine next action/discussion about fences.
Copies of the latest version of our ordinance were handed out. Elaine C said that early on in our
plans for the District we discussed fences and that we have not been able to find any guidelines
on fences for historic districts that time period appropriate. Chuck said he felt the first step '
would be to push for this to becoming a city permit need. City staff would have to request the

need for a permit. Brian suggested we bring photos to the next workshop. Jan volunteered to
take photos if we would find examples and addresses for him.
2 Historic District Signage - Chuck R. brought a sample of our sign backs. They are
very nice. There are eight signs ready to install. Superior Signs will take down the existing ones
and install the new signs. Then they can install new backs on the signs they removed.
3 Cleveland Rework/Tracks - Tom E Elaine C said that Tom is working with the State
on this. It will not take placed until next spring when the State starts the street project.
4 Repairs on the Hat - Jan B/ Gina L Gina L reported that the Board of Realtors is
interested in the plan, project and expected cost. Jan B said the original plans were done in 2001.
The fascia will need to be stripped and redone. Jan was unsure as to the true ownership of "The
• Hat". There is also a question of relocation of it. Jan suggested we seek the funding to restore it
as soon as possible. We have about $600 donations and $2000 grant from Idaho Preservation
Trust, however we need to match the $2000. We could use $2000 from the Board of Realtors.
Jan will give Gina the proposal to present to the Board.
5 Steunenberg Award. Elaine C has contacted Joey Masar, who has the original
certificate on her computer. Chuck suggested we change the depot picture to either the Batt
house or the Stuenenberg house. There was a discussion on wording. Elaine L and Anita S will
work on this to bring to the next meeting. '
6 Indian Creek Festival Chuck R introduced Wendy Miller of the Canyon County
Historical Society. He has talked to Wendy about having the �nuseum open the day of the
Festival. There was a discussion on the museum which was formerly the Gulleys' museum and
now belongs to the CCHS. Wendy ask if there would be buses to take people to various sites on
Festival day. There followed a discussion drawing people from the Depot to the Museum.
Elaine C has ask for the same site for our booth that we had last year. Chuck suggested that
Wendy or someone from her group be at our booth to hand out fliers to promote the Museum.
He stated that this would be a good opportunity to have CCHS become a part of Caldwell.
Lorene O suggested we have the Mayor christen the Museum to kick off the opening. Chuck
suggested we run the DVDs at the Museum and have still pictures at our site and encourage
everyone to go to the museum. Lorene suggested that Wendy have the Gulleys nominated for 7s
Hero's. Our next meeting will be our last meeting to set our schedule. Wendy said they are
. thinking of being open Thursdays, Fridays and Saturdays at the Our Memories Museum.

.'� Curbs - Blaine and Cleveland. Elaine C reported that Gordon Law said the curbs will
be 6" vertical curbing. The sidewalk are already in. The proposed 6" curb will create about a 2
• foot drop off from the sidewalk to the curb in some places. The crown in the road will be
lowered. Chuck R suggested we have Gordon ride along to see this. Larene O'and Chuck R will
contact Gordon. '
IX. NEW BUSINESS
1 CLG Grant - Elaine L. Elaine L reported she has not been able to finish this. She is of
the understanding that this year we want to complete work on the Oregon Trail in Caldwell. She
read part of what she has started. Sounds good Elaine.
2. Scott Maxwell said he will meet tomorrow with the owners of the property where the
lean to is on Cleveland Blvd.
3 Jan B reported that the Brauns have found more negatives, which they have donated to
the State Historical Society. There are now about 400 boxes of negatives.
X For the Good of the Commission Chuck R reported that the historic signs at the Boise
River crossing have been vandalized. These need to be cut off at the ground or some way
restored.
After the Indian Creek Festival and after the Women's Fitness Celebration Chuck, Lorene
and any other District residents who want to be involved will meet with the City - the Mayor, the
• Council, the Building Department and the Forestry Dept to discus where we are going with this
in regards to the District. We need to stop the off campus residences being used for students.
These are advertised and do not meet City Codes. Brian is checking into the legality of these
multiple family houses. He will follow up on this.
XI. Adjournment 8:30 P.M. Jan B moved and Anita S seconded we adjourn. Motion
