I. Call to Order
II. Roll Call ' Present: Elaine Carpenter Chairman, Lorene Oates, Jan Boles, Tom Ensley,
Chuck Randolph, Gina Lujack, Anita Shore, and City Liaison Brian Billingsley and City Council
Liaison, Rick Wells and City Staff Debbie Geyer.
Guest Present: Jamie Warwick
Members Absent: Elaine Leppert, and Steve Maughan.
III Approval of Agenda - Added under Old Business - Item 9 The IVlussers' previous
Certificate of Appropriateness (CA -72-06) heard at last �month's meeting for the foundation
under their house at 1723 Fillmore. Item 10 The Mussers' previo�is Certificate of
Appropriateness (CA -69-06) Windows. And Item 11 The Hat. Motion to approve as amended
Anita Shore, Second Chuck Randolph, and Motion Passed
IV. Approval of Minutes Motion to Approve as written, Chuck Randolph, Second Lorene
Oates, Motion passed.
� V. Certificate of Appropriateness Interview David & Jamie Warwick of 1802 Dearborn
Street for CA-75-06. Jamie Warwick requested to change the windows in their home from the
current ones, explained in their application, to vinyl. The dormer window would stay the same.
They do not want to keep the stained glass window shown as "C" on the application, it is not
energy efficient. Tom Ensley questioned if the windows marked "A" and "B" might be
changed back to Double Hung. This would be more period correct. Jamie explained that "B"
was probably an enclosed porch at one time. There was a discussion on what would be period
correct. The triangle where the windows marked "C" and "D" is installed is a very unusual
addition to the house. There was a question regarding the stained glass window in "C". We
would like to see this appearance maintained by cutting the glass out and framing it to be hung
inside the new window. Tom Ensley would be willing to work with the War�vicks concerning
style to achieve the correct period appearance. Tom Ensley moved to accept the Warwick's
application with the contingency that they work with him regarding the look and saving the
stained glass window. Debbie Geyer seconded. Motion passed. Lorene ask`Mrs. Warwick if
she would like to join the Steunenberg Neighborhood Association.
VI. Audience Participation None
VII. Actions Since Last Meeting Elaine Carpenter, Chuck Randolph and Jan Boles attended
an open house put on by Dave and Rita Smart at 424 S 20th St. Jan said the stairway has been
restored using the original banister. He said that after all the years being used as a dormitory that
it could be restored so close to the correct era. Chuck said the Smarts had the original blueprints
. to go by. This house will be going on the market, June 6. They had some period style furnishing
in the house at the time of the showing. The kitchen has been updated but it still fits the period
quite well. Some of the original doors and hardware was found in the attic and restored.
A le�ter from Elaine to the Mayor notifying him of the upcoming Orchids and Onions
Awards, which Chuck Randolph was to receive an award.
� VIII. Old Business
1. Reminder of Ordinance Review Workshop 6/5/06 at Police Station with the
City Council. We have one hour to go over our ordinance with the Mayor and City Council.
Diane Kushlan and Debbie Geyer will be there. Elaine urged as many of us as possible to be
there.
2 Progress on new C of A(Larene) Nothing new to report.
3 Depot Brick Project (Jan B.) Jan Boles has talked to Mr Poe. They will start
working May 23. Jan has three sides on CDs. The track side is not been recorded. He will go
down tomorrow to do this. The information could be displayed in the planned Interpretive
Center. Elaine suggested Jan bring this one of our meetings. Debbie Geyer said if it were on
Power Point it would be great to have at the Open House.
4 Historic District Signage (Chuck R.) Chuck said the good thing to report was that ',
there have been no more signs knocked down, even though people continue to run their cars off '
the road. All of the information has been delivered to Superior Signs and the Vances are
working with the Street Department regarding installation.
5 CLG Conference in Caldwell May Sth & 6th (Chuck R.) There were not any
registrations from outside Caldwell so the Conference was cancelled. Ann Swanson suggested
• we should consider going to a more regional conference than a statewide and maybe even have
just half-day sessions. There was some discussion about the St. Mary's Church.
6 Letter to Steunenberg District residents/homeowners (Anita/Debbie) The letter
was sent out. Anita took material furnished her by Debbie and wrote a letter to the Homeowners
in the District and enclosed a short guideline and map of the District. Lorene ask if all of the
contributing homes would still be considered contributing.
7 Cleveland Blaine rework and the status of the tracks (Tom) Tom spoke to the
Idaho State Transportation Department regarding the tracks, quite some time ago. The City will
be doing the curb and gutter work this year and the State will be doing the repaving next year.
The State seemed very willing to work with us by removing the old tracks. We will need a site
to put them once they are removed. Debbie Geyer suggested the new park. Tom said he will
contact the State again.
8 Lean-to constructed in the 1800 block of Cleveland (Brian, Elaine) The building
bepartment has ask the homeowners to come talk to us about getting a Certificate of
Appropriateness for this work. He will give them a few weeks to come see us or they will be
instructed to tear it down. Brian will check with Scott Maxwell regarding this.
9. The Mussers' previous Certificate of Appropriateness (CA -72-06) heard at last
month's meeting for the foundation under their house at 1723 Fillmore. There has been no action
. on this.
10 The Mussers' previous Certificate of Appropriateness (CA -69-06) Windows.
Windovws in` the garage door. Although there has been no action yet, Mr Sennick has threatened
to file a law suit against the city, Elaine has visited with the Mussers and it was decided to not
• add windows, in keeping with the original plan submitted for a Certificate of`Appropriateness.
The question arose as to how long Mr Sennick had to take some sort of action. Debbie Geyer
will check with the Mayor on this and let us know. The question then came up as to where we
stood as a committee in the event of a law suit. We would be protected individually by the City.
11 The Hat. Jan Boles reported that in 2003 or 2004 the Idaho Heritage Trust offered a
$2000 grant with the stipulation that we would need to match, towards the restoration of the Hat.
This has not been done. Now some of the boards are loose. The trusses appear to be sound.
The college has ;not decided weather the Hat is to remain in its present location or to be
relocated. It could be moved intact if it was decided to relocate it. Jan thought it should be
repaired. He felt it should remain in its present location, as it is being used for shade while
people wait for transportation. Gina Lujack mentioned she would approach the Board of
Realtors to see if this is a project they might be interested in funding.
IX. NEW BUSINESS
1 Report on Orchids and Onions Event Chuck Randolph thanked the
committee for Their nomination, letters and support. The Caldwell was very well represented at '
the Ceremony. Chuck said the Foster Warehouse Building does not look anything like its former
self because there are buildings all around it. He said it has been nicely restored. Preservation
Idaho fought hard to preserve this building. �
� 2 Preliminary discussion of how we would like to approach the fencing review that
we are adding to our ordinance (Chuck) Discussion on fencing. Would the new fence at 18th
and Blaine stand in the ordinance. We really need to address fences. What would we
approve/disapprove. Vinyl, chain link, solid wood fences as high as a house? Tome Ensley said
it was doable to find various styles of fences of the time period. At this time a building permit is
not required to build a fence. So what would trigger a homeowner to come to us for a Certificate
of Appropriateness? Lorene Oates suggested we go on a tour to see the various things going on
in the district.
3 Steunenberg Award for this year - ideas for nominations. The Statesman,
recently, id an article on the Steunenberg District. One of the features was the Braun's house,
which we gave the Award to last year. We have not given an award for a while. Suggestions
were 1822 Dearborn, 1421 Dearborn and 1516 or1518 Dearborn. It was determined that we
need to bring nominations to the next meeting.
X For the Good of the Commission Rick Wells told us he had seen an interesting site on
the internet that might be a good source for pictures/information for our book. Chuck Randolph
passed around a couple of brochures he had from "A Circle of Cultures", The Boise Lewis &
Clark Experience. He also said the Gulley Museum purchase appears imminent. The Canyon
County Historical Society would move into that building.. The collection would be free, the
building at 30 percent of appraised value and it comes with an endowment. Lorene Oates will
� check into an application for a grant from the Wittenberg Foundation.
