Call to Order Elaine Carpenter, Acting Chairperson, called the meeting to order at 6:05 p.m. II. Roll Call: Members Present: Elaine Carpenter Acting Chairperson, Ken Feaster-Eytchison, Anita Shore, Elaine Leppert, Chuck Randolph, Tom Ensley, Betty Jo Keller, Steve Maughan, and City Council Liaison Rick Wells. Members Absent: Jan Boles, and Joey Masar. City Staff: Jacqueline Hernandez Approval of Agenda: MOTION/Ken Feaster-Eytchison SECOND/Anita Shore. Accept the agenda as amended. Accept minutes of May 14, 2004 Carried VI. New Business A. Certificate of Appropriateness Interview (CA-20-04): • Joey Ramsey presented the request for the following repairs: re-roof, replace sidewalks, window, doors, and fencing to the property located at 1704 Blaine. Acting Chairperson Elaine Carpenter asked the HP Commission if the application ', was complete. The Commission agreed the application was complete and the I hearing proceeded. "` ' MOTION/Ken Feaster-Eytchison, SECOND/Steve Maughan. Carried. Approve the Certificate of Appropriateness, based on the information presented. Passed: Unanimous roll call vote. B. Certificate of Appropriateness Interview (CA-21-04): Joey Ramsey presented the request to replace the basement windows for egress and replace the awning and the handrail in the lower level in front of the house at the property located at 1409 Blaine. Acting Chairperson Elaine Carpenter asked the HP Commission if the application was complete. The Commission agreed the application was complete and the hearing proceeded. Steve Maughan asked the applicant if the entire roof would be replaced. Mr. Ramsey responded no, the entire roof will not be replaced only the side roof on the exterior entrance stairway to the lower level. MOTION/Steve Maughan, SECOND/Ken Feaster-Eytchison. Carried. Approve the � Certificate of Appropriateness based on the information presented. Passed: Unanimous roll call vote. C. Certificate of Appropriateness Interview (CA-22-04): • Rogelio Rivera, (Translator: Rudy Rodriquez) presented the request of a re-roof from cedar to asphalt shingles, and the replacement of the front door. Mr. Rivera began with an apology for having done the work without attaining a permit and a C of A. Acting Chairperson Elaine Carpenter asked the HP Commission if the application was complete. Commission agreed the application was complete and the hearing , proceeded. ' MOTION/Steve Maughan, SECOND/Anita Shore. Carried. Retroactively approve for the Certificate of Appropriateness. Passed: Unanimous roll call vote. Discussion followed with information provided to Mr. Rivera. He questioned if a C of A was required for the following: landscaping being added to the property, replacing windows, installation of vents and fencing. The HP Commission advised Mr. Rivera to submit a C of A when a permit is required by the City of Caldwell, or if any changes would be done that are visible from the front of the street and/or of the side street. V. Old Business A. Steunenberg Award for Preservation Month It was suggested that the Commission conduct a booth at the Indian Creek Festival. The suggestion was to vote for one home and use the publicity for future nominations. The Commission will review the followinq homes and come back next month with a decision. • Nominations: (addresses may not be accurate) 1223 Cleveland Blvd 1402/1404 Cleveland 1601-1603 Dearborn B. Canyon Station (Plymouth 8 Silver Bridge) Chuck Randolph reported that the signs located at the Canyon station have been replaced twice. Chuck Randolph mentioned Ralph Smeed had agreed to place memorable markers. Chuck Randolph suqqested the HP Commission qo before the Citv Council with suqqestions to adopt A marker for the Canvon Station Oreqon Trail crossing. This could be in coniunction with a siqn for the Ferrv boat Immiqrant crossing. Actinq Chairperson Elaine Carpenter sug�qested the HP Commission get ideas this summer as they travel to other areas to create a siqn that is attractive and does not Qet vandalized. C. Neighborhood Association Ken Feaster-Eytchison reported the next neighborhood association will cover code enforcement and the group would like to have a block party meeting end of month July/August to plan for future activities. Ken would like to submit qrants to replace sidewalks and street li hts if ossible. D. Review Roofing Instaltation • The property owner's at 1712 Dearborn installed a metal roof without going through the C of A process which has become and ongoing issue in the Historic District. The HPC meeting 6/9/04 Page2of3 . . I property, in concern is located at 1712 Dearborn. Elaine Carpenter, Acting Chairperson reported that she had a discussion with Mark Hilty, City Attorney. The • property owner at 1712 Dearborn wiil need to submit an application but at the moment the HPC cannot act until the application has been submitted. (Mark reinforced that the job of the Commission is to enforce and aid the neighborhood.). Mark Hilty sugqested once the apqlication has been submitted qo forward with anv actions needed. Mark reiterated to alwavs neqotiate with propertv owners. Elaine Carpenter Acting Chairman suqqested qet the owner to submit the C of A then contact Mark Hiltv. This item needs to be included on next month's aqenda. E. Arrowrock Survey MOTION/Steve Maughan, SECOND/Tom Ensley. Carried. The HP Commission approved payment of the Arrowrock survey. Passed: Unanimous roll call vote. Elaine Carpenter, Acting Chairperson suggested the commission drive out and review the Arlington neighborhood, then discuss how we would like to move forward with this project at the next meeting.
