Cal1 to Order Jan Boles, Chairman, called the meeting to order at 6:05 p.m. II. Roll Call: Members Present: Jan Boles, Chairman; Elaine Carpenter, Tom Ensiey, Joey Masar, Anita Share, Chuck Randolph, and Betty Jo Kelier. Members Absent: Ken Feaster-Eytchison, Steve Maughan, Elaine Leppert and City Counci! Liaison Rick. City Staff: Jacqueline Hernandez Approvai of Agenda: MOTION/�laine Carpenter SECOND/Joey Masar. Accept the agenda as amended. Carried. III. Approval of Minutes: MOTIONlAnita Shore SECOND/Joey Masar. Accept minutes of March 10, 2004. Carried � VI. New Business A. Certificate of Appropriateness Interview (CA-15-04): I (Lance & Starr Jerome —1208 Dearborn) — re-roof {cedar shakes to architectural ' shingles) The HP Commission had a concern of work completion of a previous C of A, previously submitted by Mrs. Jerome, case# CA-7-03 a request to repair front porch & replace shingles on gables at 1209 Cleveland Blvd. Mr. Jerome explained that the work has been completed and the building department has approved the final inspection. Mr. Jerome presen#ed the request far the replacement af the cedar shakes to architectural shingles. Chairman Jan Boles asked Mr. Jerome if he had received any quotes. Mr, Jerome responded he has received quotes and there woufd be only one iayer of architectural shingles. � MOTION/Elaine Carpenter, SECOND/Betty Jo Keller. Carried. Approve the Certificate of Appropriateness fo replace the cedar shingles with one layer of architectural shingles. Passed: Unanimous roll calf vote. B. National Historic Preservation Month af May • Anita Shore suggested the sign/plaques {that are stilf at the Library} be installed. Anita sees this as a good photo opportunity for the HP �istrict. There is a total of 5 sign/plaques, 3 signs have been presented to the Alber#sons Coflege, 1 sign was presented to the Post Office and 1 sign presented to the Santiago residence. Elaine Carpenter has aareed ta deliver the sian appointed to the Post Office. Chairman Jan • Boles has aqreed to defiver the sians to Afbertson Colleqe and Mrs. Santiaqo residence. C. Leadership Jan Boles reported his need to resign for one year as Chairman to the HP Commission due to work related issues as of January 1, 2005. Jan Boles previously met with Mayar Nancolas to discuss his decision of resignation. The Mayor suggested the HP Commissioners assign alternates to the Cammission. Chairman Boles requested the Commission make a list of nominees and suggestions for the appointed chair. Chairman Boles also suggested nominees be within the district or reside inside City limits in order to be informed of the latest issues/events that arise within the City. Elaine Carpenter reiterated there are two issues: 1) Replace the appointed chair and, 2} acquire alternates for the Commission. This discussion has been tabled for the next meetinq. D. Statement Chairman Jan Boles shared a statement (EXHIBIT 1000) from Dr. Wolfe. V. Old Business A. Historical District Signs • The Commission agreed that the signs be installed ASAP by Street Department and Gary Vance from Superior signs. Chuck will aive an update in the Ma�/ meeting on �rogress for the remainina 3 sian locations. B. HPC Workshop The HP Commission have decided to hold a workshop with Debbie Geyer, Planning & Zoning liaison, for one of the following dates: April 26, April 27, May 3 or May 4. Jackie will contact Debbie Gever for available date/time. Jackie will mail all Commissianers the C of A Step-bv-Step/Ordinance Desian Guidelines and the C af A Application. Elaine Carpenter and Joey Masar have vofunteered take care of dinner pre�a,ration. C. CLG Conference Chairman Jan Boles will construct a slide presentation to present at this year's CLG conference. D. Landscape Ordinance — proposed revisions Chairman Jan Boles reviewed the application submitted for the property on 15 & Cfeveland Blvd. Jan reviewed the landscape ordinance, i# was understood the building plans would be approved prior to landsca�e review approval. • Chairman Jan Bales sent a merrEO of concerns via e-mail Design Review Relating to Historic Districts and Gateway Streets to Steve Hasson and the HP Commission. 1 ; � �� • Chairman Boles requested a response from Steve Hasson, Community Development Director. Jackie wiil cantact Steve Hasson and request a response to Chairman Jan Boles. • Chairman Jan Boies commented #hat the structure (triplex) on the 1200 block and Cleueland Blvd has removed the grass and lay out sod to the driueway. All city rights of way need the City Forester approval af tree species. E. Steunenberg Award for Preservation Month There has onfy been one namination form received for the nomination award, Ken Feaster-Eytchison is the nominee. Joey Masar requested a copy of the nomination form to circulate through the district for more nominees. Elaine Carpenter suggested a letter be sent to the owners of 3507 S Kimball. The owners have made improvements to the home to uphoid the histarical appearance to the structure. F. Special Project Greenbelt Bridge ' The Commission was presented with a special project at the Greenbelt bridge located on Plymouth road and the "Siiver" bridge. The HPC would like to take this project for the recognition of the bridge only. The historica! land mark of #he metai tracks ties have been covered by pavement, which makes the sign insignificant. Chuck Randolph suggested the fand marker of Canyon Station be engraved in stone or other material that would take a hardship to destroy or vandalized.
