MINUTES
• March 10, 2004
Caldwell City Hall
I. Call to Order
Jan Boles, Chairman, called the meeting to order at 6:05 p.m.
II. Roll Call:
Members Present: Jan Boles, Chairman; Efaine Carpenter, Elaine Leppert, Anita Shore,
Chuck Randolph, Ken Feaster-Eytchison, and Betty Jo Keller.
Members Absent: Tom Ensley, Steve Maughan, Joey Masar, and City Council Liaison
Rick.
City Staff: Jacqueline Hernandez

MOTION/Elaine Carpenter SECOND/Ken Feaster-Eytchison. Accept minutes of February I
• 11, 2004. Carried. I
VI. New Business
A. CLG Conference
Ann Swanson sent a memo of invitation for this year's SHPO training workshop,
which wili be at Island Park, Fremont County (Rupert area). Jan stated that he would
like to attend. The Commission agreed that Jan Boles would represent the group.
MOTION/Elaine Carpenter, SECOND/Betty Joe Keller
Approve Jan Boles attending the 2004 SHPO training workshop/conference. HPC will
pay for all the expenses through the CLG funding.
Carried.
B. Liason — Friends of the Depot
The Commission agreed that Joey Masar had been assigned to represent at the
Friends of the Depot meetings. Jackie will call Joev to confirm her interest in
representinq for HPC.
C. Canyon County Historical Society
With the invitation of the Canyon County Historical Society and their interest in
involving the Caldwell Historic Preservation Commission. The Canyon County
� Historicai Society would like the Steunenberg Historical District be involved with the
newsletter. Elaine Leppert has volunteered to represent the HPC with the

involvement of the Canyon County Fiistorical Society, as long as there is no conflict
with her current work schedule. Elaine Carpenter suggested to the HP Commission
be listed on the CCHS mailing list. Jan Boles will call and make the request that
• CCHS newsletters be mailed directiv to the HP Commissioner's home address
D. Press Review
Ken Feaster-Etychison presented an article EXHIBIT 1001.
This article covered the Neighborhood Association kickoff, which had a very
successful outcome. There was a correction; the article mentioned 30 people turned
out, when in fact 90 people turned out for the Kickoff.
E. Caldwell School District
Chuck Randolph informed the HPC that the school district is requesting nominations
for the naming of the new school. Any interest forms can be downloaded from the
Caldwell School District website: caldwelischools.org — a meeting will be held April 6,
2004, 8:00 pm at Wilson school.
Chuck also informed the HPC dates of interest celebrating anniversaries:
1. Dec. 30 2005 Steunenberg 100 Anniversary
2. 2005 Caldwell School District 120 Anniversary
3. 2004-2005 Washington & Van Buren 100' Anniversary
V. Old Business
A. Historical District Signs
, Chuck Randolph supplied a map with 8 sign locations including Serenity Park. Rick
Welis submitted a report through Jackie from City Council stating approval of a sign
in Serenity park. Chuck will qive an update in the April meetinq on proqress for the
remaining 3 siqn locations. Jackie will forward a copy of the map to Gordon Reed in '
the Street Department, to begin the instaliation process. '
` The Commission agreed the first sign would be placed in Serenity Park. The '
Commission would like Sandra Forester, Statesman Reporter, at this event for news I
coverage. Jan Boles will be taking pictures for the historical district. Jackie will ',
contact Gordon Reed, to supplv a date and time and inform the Commission allowing �,
one day lead-time to make arranqements. I

B. Define "Institutional Zones"
Jan Boles had received a memo from Steve Hasson last month giving a definition �
and explanation of the Institutional zones. The HPC needs to draw the lines to I
identify where the zone begins and ends. The Commission should have this in mind I
prior to the Arrowrock project going forward. I�
C. HPC Workshop i
Discussion was held concerning whom would facilitate the workshop for the I ',
Commission. The Commission suggested Debbie Geyer help with the HPC workshop '
with the knowledge and her familiarity with the district. Jackie will contact Debbie �
Gever to provide 3 date/times of availability and inform Jan for confirmation on a '
date/time of the workshop. It was also suggested dinner be brought in either in pot- '
� luck or pizza.

Elaine C. suggested the subject of a sorority be included in the workshop.
