Call to Order Jan Boles, Chairman, cailed the meeting to order at 6:03 p.m. 11. Roll CaIL Members Present: Jan Boles, Chairman; Tom Ensley, Chuck Randolph, Ken Feaster- � Eytchison, Betty Jo Keller, Anita Shore, Elaine Leppert and City Council Liaison Riek Wells. Members Absent: Joey Masar, Steve Maughan and Elaine Carpenter. City Staff: Jacqueline Hernandez Approval of Agenda: Motion/Tom Ensley Second/Chuck Randolph. Accept the agenda as amended. Carried IIL Approval of Minutes Motion/Chuck Randolph Second/ Ken Feaster-Eytchison. Accept minutes of December 10, 2004. � VI. New Business A. CLG Proposal , The Commissioners reviewed the attachment. ' B. Reappointment Officials � i The Commission reviewed the roster approved with one question; the reappointed ,, date for Anita Shore was originally to be 2/28/06 was changed to 12/31/06. Jackie will check with staff with update conceming the reason for change and will report !, back to Commission at the February meeting. i C. Public Hearings on Amending the Landscape Ordinance ! Discussion followed concerning of the dates for the landscape committee meeting. ' Jackie provided a copy of preliminary dates and times of ineetings. The CHPC �� representative, Ken Feaster-Eytchison will attend the meetings and give an update to ' the commission. I D. Other Discussion Betty Jo Keller brought up concerns with the workshop Mark Hilty facilitated on Robert Rules of Order concerning the Public Hearing process. Betty Jo will follow up with Mark Hilty to cover the issues/questions the Commission brought up at the time of the workshop. She will bring an update at the February meeting. • I � I I � i I Elaine Carpenter and Jan Boles had some concerns with the roofing materials that ' are currently being used in the Steunenberg Historical District. The Design Guidelines booklet does not cover the restrictions of roofing materials. The suggestion was to change the specific language to address required materials to ', keep the originality of the home. The Commission will need to submit a text amendment request to P&Z to make the language changes. ' V. Old Business ' I A. Arlington District Discussion �I Discussion followed conceming the Arrowrock survey submittal. It was noted that the �, reconnaissance survey would be completed by July 2004 ', MOTION/Chuck Randolph SECOND/Anita Shore. The HPC approved the Arrowrock Company to conduct the reconnaissance survey of the Arlington neighborhood with the condition that it does not exceed the CLG grant budget. Chairman Jan Boles will review the list of 125 homes to eliminate non-conforming structures. Passed: Unanimous roll call vote. B. Text amendments to Comprehensive Plan No discussion was held concerning this item: C. Historic District Signs — Report on signage locations (Chuck Randolph) Chuck Randolph, Bettty Jo Keller and Elaine Leppert reported their progress with the sign locations. The following residents have agreed to allow the HP signage on their property: Confirmed locations 1424 Blaine Randolph 1223 Cleveland Ken Feaster-Eytchison . 1804 Cleveland Santiago 1421 Dearborn Oates 1602 Dearbom Stultz 1910 Dearbom Mascars 1802 Everett Gabbord Mavbe locations Unconfirmed locations Other Possible locations Serenity Park 1210 Everett 19 & Blaine - 1908 ? An update will be presented at the February meeting. D. Other Discussion Ken Feaster-Eytchison gave an update on the Neighborhood Association kick off being held on March 6, 2004 at the Caldwell Public Library from 2:00 pm — 5:00 pm. Activities held will be a slide show of the districted presented by Madlyn, a tour of the district and answer questions/concerns of the neighborhood association in addition sign up along with collection of fees. VI. Adjournment The meeting was adjoumed at 7:00 p.m. Respectfully submitted, .
