HomeMy WebLinkAbout03-01-2007 DESIGN MINUTES DESIGN REVIEW COMMISSION MEETING SUMMARY For the meeting held March 1, 2007 MEETING LOCATION: Caldwell Development Services, 621 Cleveland - Meeting Room SUMMARY OF MARCH 1 2007 MEETING BEGINNING AT 5:00 PM: A. REVIEW OF PREVIOUS MEETING SUMMARY: No review was conducted. B. Members present March 1, 2007 were: Gene Shaffer, Ben Weymouth, Jim McGarvin, Nick Voth, Chuck Randolph. Staff inembers present: Planning and Zoning Director, Bryan Billingsley distributed copy of new ordinance directing all appeals of staff landscape design denials, to the Design Review Commission before departing. Associate Planner, David Richey remained for fo'llowing discussions. C. MEETING SUMMARY Item 1. Consensus was unanimous that Gene Shaffer would be the Commission's Chairman Item 2. It was decided that the regular meeting date would be the second Thursday of each month beginning at 5:00 p.m. The next meeting is scheduled,for April 12, 2007. Unless there is an application pending for Design Review, the April meeting will be held in the Development Services Building at 621 Cleveland. Item 3. Staff suggested that the Commission members as well as staff, might find visits to neighboring city design review meetings interesting and helpful. Discussion followed with the suggestion that among smaller cities, the City of Eagle had the longer standing and more mature design review program and members decided that staff should obtain meeting schedules for Eagle design review activities and a copy of their enabling ordinance. Item 4. General discussion through out the meeting indicated that the City of Caldwell had lagged behind the area leaders in effectively shaping current development for a better future City appearance. All members agreed that attention to the visual aspects the community's growth would ultimately determine societies appraisal of its quality and in turn decide its economic future. There was also a cautionary discussion about the risk that the design review function could result in an undesirable, and ultimately unattractive, sameness throughout the City. All members appeared to be of the opinion this was a risk and one that they would make every effort in their recommendations to City Council for ordinance amendments and in their design review deliberations, to a void.
