Absent: Bill Norman, Mayor Nancolas, Gary Maybon, Katie Roach, Margaret Langan, Thelma Carpenter, Mary Ann Grimm, Dr. Will Black, Danny Ozuna, Dr. Kevin Learned, Gilbert Hafen, Jesus deLeon, Vaughn Heinrich, Ryan Beuler and Valinda Gabbard. The Meeting was called to order by Dr. Basey at 5:10 p.m. The minutes from the previous committee meeting on the 20 of December 1999 were approved. Moved, Seconded, Approved. (M/S/A) AD HOC COMMITTEE REPORTS Mayor's Report Mayor Nancolas was not available to attend Police Dept. Bond ActivitiesChief Sobba reports large percentage of department is at work on some aspect of getting word out to the public. Allan Laird has been working on donations for the committee expenses and needed only $199 dollars to meet the initial $2500.00 of expenses. $1,020. in postal expenses have occurred in the mailing of voter pamphlets with the city water bills. Those 3000 will have to be paid for due to the words VOTE YES that was printed on the front of the poster. The city mailings are not able to promote a cause, but rather inform the public. Bills have been generated both by the committee and by Chris Green for billing purposes when necessary. Misc. Details Dr. Bauscher reported 26,000 flyers have been printed. The flyers have a drawing on the inside and a brief description of the financial effect to a typical homeowners tax structure with the bond fees in place. This parallels the flyer that Bud Way presented to the Steering Committee. Reminder Cards will be mailed on the 28 and Stamped on the 26 Placemats need to be distributed to businesses in the last two weeks. Many hands make light work. SUB-COMMITTEE REPORTS Treasurer's Report Dale Peterson reports a balance in the Farmers and Merchants State Bank of $124.50. This is the remaining balance from the last Police Station Bond Election effort. There have been donations of $1665.00 collected in this effort to date. The approximate overview of possible expenses runs in the neighbofiood of $3,500. We still need 1,135.00 in donations to meet probable expenses to date. Anyone interested in making such donations may contact Dale Peterson Rod Endow or Allan Laird for further information. Fund Raisina Voter Registra- tion List � ' Police Station Bond Steering Committee Meeting Minutes 1-10-2000 Page 2 Door to Door Casey Crookham reports that Door to Door Canvassing will be held on Saturday the 15 of January. It will start at 10:00 a.m. with the Youth Coalition helping. Last year they had 12 to hit doors and only 25% of residents were at home at the time. They are ready to do what they can. The target area will be the Jefferson School area. Three precinct areas had high voter turnout and will hit those three areas again. A suggested route south of the railroad tracks and up Linden was also discussed. This would be a new area to target. Areas that may not be interested would be a better target than those who had a high positive turnout in the last election. The committee does not want a volunteer to be blind sided by questions they may not be able to answer and requests that something formal be written that they can refer to during discussions. The main question has always been why can't we build on land we already own rather than buy new land at such a high price? Chief Sobba reported that he and the Mayor are hitting this concem in every one of their speeches in and around the city. Casey would like to see this addressed in the newspaper. Allan Laird will give Casey a letter that he and the volunteers are able to use during their campaign. Sam Bass has requested information from the committee about this issue and Dr. Basey will explain the needs, as expressed by the city council, that the block in question needs to be held for expansion purposes for the Library, Senior Citizens Housing and parking for those two issues. The fact that matching funds can be applied for when positioning the new building in the downtown Urban Renewal District is also a plus. Sub stations were brought up and discussed in detail with their expense being a duplication of efforts we already have. Reminder Card Mailinqs A Sticker Party will be held at Patty Mickelsons' home on the 26 of Januar�r to put stamps on the Reminder to Vote Cards that will be put in the mail on the 28 h of January. Refreshments will be served and 10 students in the Youth Advisory have already offered their help. Promotions the Mayor and Estella will speak translating the brochure on the air on KWEI. Estella has ar�anged for translation for the brochure. Letters to the Editor of the Idaho Press Tribune are due on the 15 of January and five members of the steering committee have agreed to write a letter to the editor. Please get the letters to Estella so that she may pass them on to the Editorial Staff at the Idaho Press Tribune. Helen McKinney suggested that all letters be sent in on their own. The Caldwell Chamber of Commerce will also write a letter of support for the Police Station Bond Election and send out a mass fax to members reminding them to vote. A Noonbreak Luncheon will be held on the 18 of January at the Albertson College of Idaho for the Mayors State of the City Address and after it was placed on the table for discussion by Allan Laird, it was Moved by Dale Peterson, Seconded by Chris Green and unanimously agreed that the Police Station Bond Committee will host the event at a cost of $125 where they will use their placemats under each table setting and give a brief discussion of the goals. Two printing companies have volunteered some printing. Brochures will be passed out during the Martin Luther King Rally on Monday, January 17, 2000 at 6:45 p.m. Yar�Signs have been printed and 50 will be available for the police and others on the , 25 of January to place in yards with stakes donated by Estella. ' The Mayors' Youth Advisory Board will share their theme "Help Them Help Us" in the door to door contacts. Promoter List will be edited and ready for passing out on the 24' of January. Police Station Bond Steering Committee Meeting Minutes 1-10-2000 Page 3 Promotions Cont Headauarters for the Bond Election has been made available in the former KCID Radio building. A conversation between Bill Gigray, administrator for the estate owning the building and Dr. Basey culminated with the agreement for the Ad Hoc Steering Committee to use this building as it's Headquarters for informational purposes and will post information in the windows on 10 between Blaine and Cleveland. Allan Lairds name and phone number will be posted on the signs for the contact party. Paperwork will be signed on the 11 of January between Mr. Gigray and Dr. Basey that will secure the use of the building. Caldwell Unlimited has been contacted and will meet with a representative from the committee to discuss their possible help with this event. Miscellaneous Discussions regarding mailing costs incurred when pamphlets with Yes printed on them rather than Vote were presented and explained as to the legal ramifications of the city and our agreement to foot the bill for that mailing. Any other mailings will have the generic pamphlet and 6000 are due out in the next set of city bills on the 12 of January. The next meeting will be held at 5:00 p.m. on January 17�', 2000 in the Council Meeting Room Upstairs City Hall. The following meetings will be held on January 24 at Caldwell High School at 7 p.m. and January 25 at City Hall at 7 p.m. and February 1 2000 in the City Hall upstairs workroom.
