Caldwell City Police Station Bond Committee Meeting Minutes
January 17, 2000
Present: Bob Sobba, Mayor Nancolas, Margaret Langan, Dan Evans, Doug Reinke, Christopher
Green, Dave Wright, Helen McKinney, Tim Spencer, Patty Mickelsen, Jim Hitt, Sami
Schmitt, Allan Laird, Chuck Randolph, Elaine Carpenter, Dale Peterson, Rod Endow and
Dr. Glen Basey.
Absent: Dr. Bauscher, Estella Zamora, Bill Norman, Gary Maybon, Katie Roach, Casey
Crookham, Thelma Carpenter, Mary Ann Grimm, Dr. Will Black, Danny Ozuna, Dennis
Bergvall, Dr. Kevin Learned, Gilbert Hafen, Jesus deLeon, Vaughn Heinrich, Ryan
Beuler, Bob Larson, Dee Child, Jesse Floyd, Bud Way, Fred Cornforth, Tony Ozuna, Rita
Earl, Wayne Eisenbrandt, Dennis Callsen and Valinda Gabbard.
The Meeting was called to order by Dr. Basey at 5:08 p.m.
The minutes from the previous committee meeting on the 17` of January 2000 were approved with one
correction to David Wright name spelling. Moved, Seconded, Approved. (M/S/A)
AD HOC COMMITTEE REPORTS
Mayor's
Reqort Mayor Nancolas said that some confusion has arisen befinreen people thinking that the
bond is for a lateral irrigation issue that has already become an assessment on land and
the Police Station bond. He has been correcting the confusion when the subject arises.
He also clarified the need for Special Use Permits in any area of the city for public
buildings and the zoning requirements and statutes that would prevent us from trying to
place a police station in a residential (r3) area. He also addressed the postage we are
paying for the flyers we sent with city mailings and suggested that we pay that bill at the
end of the bond expenses. It is easy to say no to a question of the bond. Please write a
letter of support to the Press Tribune and copy it to the Statesman by Monday January
24, 2000 at noon. ,
Police Dept
Bond ActivitiesChief Sobba reports large percentage of department is at work on some aspect of getting
word out to the public. He would like us to remember that he has not found a city that
has placed a police department in a residential area. Sam Bass will run a correction of
his article in the newspaper on Tuesday. He reported the wrong address in his first
issue.
Misc. Details Dr. Bauscher reported 26,000 flyers have been printed. The placemats have been
printed. Students went door to door on Saturday the 15� and all went well before the rain
felL
SUB-COMMITTEE REPORTS
Treasu rer's
Report Dale Peterson reports there have been donations of $3,664.00, but only $2,980 has been
collected. We still need $684.00 in donations to meet probable expenses to date. Anyone
interested in making such donations may contact Dale Peterson Rod Endow or Allan
Laird for further information.
Fund Raisinu Allan Laird reported that there are enough funds promised to pay all expenses, but they
have not been picked up yet.

tion List Lists are available for anyone who has not reviewed them to date. Please contact Rod
Endow at 455-5500.

Door to Door Sami Schmitt reports that Door to Door Canvassing was held on Saturday the 15 of
January. It started at 10:00 a.m. with 11 Youth Coalition members helping to cover 9
areas. They had 6 adults to hit doors and residents who were at home at the time, were
very willing to receive the information. The response of positive versus negative reaction
to the issue was very positive. Another day of door to door is scheduled for the 22" with
City Councilman Mike Gable hitting doors also. Getting the voters out will be the biggest
challenge.
Senior CitizensMargaret Langan has been to all of the centers and has a contact at each one with whom
she keeps in touch over details of the bond election and voter registration
Reminder Card
Mailinas A Sticker Party will be held at Patty Mickelsons' home on the 26 of Januar�r to put
stamps on the Reminder to Vote Cards that wifl be put in the mail on the 28 h of January.
Refreshments will be served and 10 students in the Youth Advisory have already offered
thei� help. Car1a has scanned all the addresses and will wait until the last name is
corrected on the list before printing.
Promotions the Mayor and Estella will spoke on the air on KWEI. Estella and the Mayor shared about
45 minutes of dialogue regarding the bond election.
Letters to the Editor of the Idaho Press Tribune are due on the 24� of January and five
members of the steering committee have agreed to write a letter to the editor. It was
suggested that all letters be sent to both newspapers.
The Caldwell Chamber of Commerce has written a letter of support for the Police Station
Bond Election and will send out a mass fax to members reminding them to vote. A
Noonbreak Luncheon will be held on the 18 of January at the Albertson College of Idaho
for the Mayors State of the City Address and Mayor Nancolas will devate 7 minutes to the
bond election.
Yard sians are available from Allan Laird
Brochures will be passed out during the Nopnbreak Luncheon January 18 2000 at
Albertson College of Idaho.
Reader Boards of businesses in Caldwell will be contacted for promotion during the final
v�ek before the election.
Promoter List will be edited by Carpenter Screen-Printing before it is printed and ready
for passing out on the 24 of January.
Schools are generally behind the bond election issue and will discuss that during the
Principals meeting on Tuesday, January 18, 2000. The police department has been so
supportive and it is rare to see that in a small community. The Mayor wishes to thank all
of the department members who have worked so hard and are doing so much for
Caldwell.
The next meeting will be held at 6:00 p.m. on January 24'", 2000 in the Caldwell
High School.The followi ng meetings will be held on January 24' at Caldwell High School
at 7 p.m. and January 25 at City Hall at 7 p.m. and February 1�`, 2000 in the City Hall
upstairs workroom.
The meeting was adjoumed at 6:03 p.m.
